Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Customer Operations Division has an oversight of DOF’s Business Centers, City Register’s Office, and the Land Records, Adjudication, and Collections Divisions. Customer Operations is charged with the processing of tax payments, parking violations payments, and all other charges collected by DOF. The Division is also responsible for recording property transfers, adjudicating parking and camera violations, and managing the full life cycle of the department’s enforcement activities related to unpaid business and excise taxes, parking fines, and Environmental Control Board summonses.

The Adjudication Division is responsible for conducting hearings on all parking and camera violations issued in New York City. It hosts in-person hearings in Business Centers and conducts hearings by mail, web, and mobile app. In addition, the judges hear appeals of parking ticket determinations, and a special unit for Commercial Adjudications conducts hearings and appeals on tickets issued to commercial vehicles.

A Process Manager is needed in the Consolidated Adjudications Unit (CAU) to lead and support all the automation projects in the unit. The CAU is available for those brokers and representatives, who are representing corporations and companies with more than 10 summonses, contest their summonses. The CAU adjudicates approximately 800,000 summonses per year.

The unit is charged with implementing the mayor’s vision of virtual hearings. This process would provide customers with the option to request a virtual hearing and avoid the need to come into the city for a hearing. This is an ongoing project which involves training for all the staff and Administrative Law Judges alike, on how to use a new virtual system. This is a new, high priority function, launching the unit into the 21st Century.

The duties and responsibilities of a Process Manager will include the following:
- Supervise eight (8) staff members; oversee clerical/administrative and related activities regarding the intake and processing of inquiries, provide training as needed; ensure proper coverage and operational workflow is constant to prevent backlogs; manage time and leave issues and monitor absence control.
- Serve as Liaison for Adjudication, working with internal DOF units including FIT, Parking Operations, Legal, Collections, and External Affairs, to facilitate the successful implementation of automation initiatives, including the enhancements to NYCServ and CC web platforms. Ensure the unit's business needs or requirements are met with the modernization process.
- Work with Parking Operations, External Affairs, and Legal to ensure all verbiage and instructions to customers on the new platform are legally accurate, customer-friendly.
- Work with Collections to ensure data integrity with DOF's Collections system.
- Oversee and monitor the submission of paper and electronic based evidence, upload files pertaining to hearings due to changes in the Administrative Rules in 2024.
- Work closely with the new system vendors to ensure the new system accurately handles all the unit's data. Ensure oversight agencies such as OMB have access to needed data.
- Maintain a comprehensive records management system.
- Prepare and provide Chief ALJ with daily, weekly, and monthly reports and metrics, and maintain a comprehensive records management system.
- Assist with special projects and assignments, assigned by the Chief Administrative Law Judge and Senior Management.
- Track and monitor daily mail received; document the submission and return process, identify process issues and develop methods to enhance and streamline the process.
- Respond to customer inquiries concerning Real Estate and Personal Property documents via CRM or email.
- Examine scanned images of Real Estate, Notices of Federal Liens, and Personal Property documents, to determine if they are following all applicable statutory authority, city and agency policies and recording requirements.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
