The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a City Research Scientist II for a position within the Water Treatment Operations Directorate, located in Bronx, New York. The Water Treatment Operations Directorate is responsible for the operation and maintenance of the treatment facilities located in Bronx and Westchester County. The core mission is to protect the public and provide clean drinking water to approximately 9 million New York City residents and more than 1 million people in Upstate New York. Treatment processes include filtration, UV disinfection and/or chemical addition. These functions are a vital part of New York City’s water supply which must be provided 24 hours a day, seven days per week.

Under direction, of the Chief of Process Control, the City Research Scientist II will serve as Process Control Research Scientist and will coordinate all administrative and technical functions related to the operation of the Process Control Laboratory located within the Croton Water Filtration Plant as well as the coordination of Process Control activities at the Catskill Delaware Facilities. They will make appropriate decisions in keeping with Bureau policy, exercise sound judgment and effectively coordinate actions, ensure proper resource allocation to meet program demands, ensure tasks are assigned to appropriate titles, manage work flow and analytical production, supervise, instruct, train and assign work to evaluate performance of staff, meet regularly with staff to ensure communication of Divisional tasks and priorities, direct the implementation of procurement functions within the unit, manage and resolve personnel issues in accordance with DEP personnel Policies and Procedures. Specific duties include:

- Coordinating, directing, managing and evaluating all water quality monitoring functions of the laboratory including the enforcement of all necessary Quality Assurance protocols.

- Assisting the Bureau in making management decisions for treating water from the City’s reservoir system, including the review of water quality and operational data on a daily basis, the review and issuance of water quality and treatment operations data reports and assistance with the development of treatment and operational protocols.

- Ensuring compliance with NYCRR Part 5 Subpart 5, 1 and internal quality control requirements, including the implementation of appropriate technical methodologies.

- Meeting all reporting deadlines in a timely fashion, ensuring that reports are accurate and appropriate.

Preferred Skills:

- Experience in Microsoft Office suite including Outlook, Word, Excel, PowerPoint, and SharePoint

- Experience with laboratory information management systems such as StarLIMS.

- General knowledge of laboratory analytical procedures for chemical and biological analysis of water.

- A general knowledge of municipal procurement requirements and procedures.

- Experience organizing, supervising and directing groups of staff members for the completion of a common goal

- Ability to think logically, focus on objectives, and prioritize multiple goals.

- Ability to direct and coach subordinate staff.

- Ability to organize work, schedules and activities efficiently.

- Communication skills (written and oral)

- Interpersonal skills (supervision of staff, acting as liaison with multiple groups)

- Technical understanding of water treatment engineering and chemical and biological analysis of water

- Time management

- Organizational skills (scheduling, filing and organizing)

Hours and Shift:

35 hours per week. Day shift. May be required, at times, to work nights, weekends and holidays.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
