Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM), Information Technology (IT), Support Services, and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies into daily operations to meet agency objectives and goals.
The Human Capital Management (HCM) unit coordinates all aspects of human resources, including but not limited to, the areas of: talent management, employee relations, payroll and timekeeping, benefits, HRIS and analytics, HR compliance, change management, organizational strategy, and performance management.

Under the direction of the Chief Human Capital Officer and the Deputy Chief Operating Officer, the HCM Process and Data Strategist (Strategist) is responsible for supporting HCM’s data integrity, reporting compliance requirements, strategic analytics, and data process improvement. The Strategist will recommend, develop, and implement solutions to meet the unit’s data needs.

The Strategist’s responsibilities may include, but will not be limited to, the following:

Systems and Data Integrity
Ensure data integrity and accuracy in all systems including the Human Resource Information Systems (HRIS), NYCAPS, and NYCEM’s vacancy tracker database, performance management
database, and agency org chart; develop and document best practices around HCM data collection, maintenance, reporting, and sharing.
Perform data reconciliation where necessary and develop new methods for improving accuracy and efficiency where appropriate.
Develop data QA protocols and standard operating procedures, and run reports regularly for data QA from various systems including previously mentioned agency systems as well as City
systems such as CHRMS and NYCAPS.
This position will require regular data entry.


Reporting and Strategic Analytics
Develop data-driven insights across all Human Capital areas including recruitment, retention and turnover, and performance management, and workforce planning.
Produce reports for compliance with local laws, Citywide requirements, internal data cycles, and other monitoring entities.
Develop new reporting solutions, and methods and systems for standard information flow management.
Produce ad-hoc reports using various data sources as needed.
Act as a strategic business partner, collaborating with other NYCEM units including the Office of Strategic Operations for strategic plan metrics; Learning & Development for developing
strategic goals for the agency; Finance to ensure data integrity within funding streams; and the Chief Equity and Diversity Officer on annual compliance reporting, among others.
Develop, maintain, and enhance agency-wide, executive, and other organizational charts and visualizations.
Drive and support other projects as assigned.

Data Process Improvement
Develop innovative ways to streamline data collection and integrity to reduce redundancy and manual reducing redundancies across various HCM systems through implementation of APIs or
other means of data integration.
Research new HRIS solutions, including gathering user requirements and developing analysis to reach a recommendation.


**PLEASE NOTE THE FOLLOWING:

o The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

o Funding – This position is supported with a federal Emergency Management Performance Grant
(EMPG) through 9/30/2025 with the possibility of an extension; the employee will be responsible for
training requirements associated with this grant.

o Candidates must be authorized to work in the United States without employer support to be eligible for selection, including eVerify, which the agency does not participate in .

PREFERRED SKILLS

Strong communication and writing skills and ability to develop relationships with professionals across teams;

Excellent analytical skills and attention to detail and accuracy;
Experience with project management, driving projects, tracking progress, and seeing tasks to completion;
Experience in data tools such as low-code/ no code relational databases such as Airtable; Microsoft products including Visio, Excel, Power BI, and Power Automate; languages including SQL and R a plus;
Experience building / implementing APIs; experience with ETL processes;
Familiarity with NYCAPS and CHRMS;
Experience with human resources processes and data;
Demonstrated experience working with relational databases and relational database design; specific experience using HRIS is a plus;
Able to work well under pressure and to manage multiple urgent deliverables, and to prioritize workload to anticipate and meet deadlines;
Knowledgeable in and stays current with trends in policies, practices, technology, and information management affecting the business and organization;
Ability to adapt to innovative ideas that support NYCEM’s organizational strategy.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or

3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
