Job Description

THIS POSITION IS ONLY AVAILABLE TO CANDIDATES WHO HAVE RETIRED FROM CITY SERVICE.
THIS POSITION IS PART-TIME, 21 HOURS A WEEK. PENSION AND BENEFITS CAN STILL BE
COLLECTED WHILE EMPLOYED IN THIS POSITION. THIS IS A TEMPORARY POSITION NOT TO
EXCEED 12 MONTHS.

The Office Media Production and Records Management (OMPRM), as part of Office of Communications and Marketing, handles marketing materials, citywide campaigns, print to mail, and websites and social media. OMPRM is responsible for the Agency’s printing and production of all communications materials and forms, along with retaining the Agency’s archived records, forms control, and operating some Agency mailrooms.

OMPRM is recruiting for one (1) Associate Staff Analyst to function as a Procedures Analyst-Silver Stars.

Under the general direction of the Executive Director, Office of Media Production and Records Management (OMPRM), writes procedures and develops manuals for the operation of the various units under the Executive Director’s jurisdiction; performs duties related to the purchase of goods for units in OMPRM.

Through observation and interview of employees develops operational methodologies for the various units in OMPRM. Develops and writes procedures/manuals as required by Executive Director for the proper performance of Unit functions.

Secures funding for major goods purchases including contract requests that require solicitation and bid, small purchase requests and sole source contracts. Acts as the liaison with Office of Budget Administration on various unit funding needs and with the Office of Legal Affairs for drafting/review of contracts/interagency agreements for print and graphics related services/needs.
Procedures

The Procedures Analyst-Silver Stars will:

- Develop and write operational procedures/manuals for OMPRM for the proper performance of
Unit functions. Write individual job descriptions based on duties performed in fulfillment of Unit
goals and requirements.

- Interview staff, supervisors and managers on unit operations and functions for inclusion in
manual/procedures.

- Write materials for staff training on the procedures and manuals developed.

Prepares the following contract requests for the purchase of goods.

Small Purchase Requests

- Research needs and available options.
- Prepare and submits required documentation.
- Request funds from Finance, if required.
- Submit all documents to Purchasing for issuance of Purchase Order.

Sole Source Contracts

- Develop scope of work.
- Review to ensure budget is accurate.
- Prepare and submit required documentation.
- Request funds from Finance (must include justification).
- Submit documents to Purchasing for PO, once funding is approved.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
