The New York City Department of Citywide Administrative Services (DCAS), Bureau of Examinations performs responsible work in the development, validation, and administration of Civil Service examinations, conducting field observations and interviews to identify the essential functions of job titles, creating and administering job analysis questionnaires, analyzing questionnaire data to create test plans, and developing, administering, and rating tests for employment and promotion in a variety of NYC government agencies.
The Test Administration Unit within this Bureau is responsible for the oversight of activities including the following: Receiving and processing Protest Review Session requests, recording these requests in tabular form in excel and in a filing system, determining deadline status, and processing invites for the event. Additionally, there is the processing of paper, mail-in, and Protest documentation records for the Exam development unit. The PRS Invite process now involves the formulation of Site Tables for CTAC seating and administration of the Protest event. There are candidate customer service functions in person, via phone, and through correspondence. Lastly, the PAA will also have Paper Exam/paper PRS administrative duties, some of which involve overtime requirements.
Responsibilities:
- Receive and process Protest Review Session (PRS) requests.
- Create spreadsheets and reports using databases and systems to represent and track the protests received during the PRS and protest period.
- Maintain files and records, and ensure they are organized, easily retrievable and are filed within a reasonable time.
- Request Test Validation Board (TVB) Reports to schedule TVB Report Reading Sessions in compliance with DCAS regulations.
- Create alert notifications and Admission Notices to invite candidates to attend the PRS and TVB Report Reading Session.
- Create and post placeholders on calendars to represent upcoming scheduled make-up tests, PRS and TVB Report Reading Session events at the Computer-Based Testing and Application Centers (CTACs).
- Primary contact for responding to inquiries received or forwarded internally and from the dedicated e-mail account, concerning the PRS and TVB Report Reading Session.
- Provide excellent customer service and professionalism through verbal and written communications to DCAS personnel, and the public.
- As the Examiner-in-Charge (EIC), administers special accommodations and make-up tests, including Alternate PRS and Alternate TVB Report Reading Sessions.
- Perform related duties.
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
- Ability to manage multiple priorities - Possess strong communication (verbal and written) customer service skills - Possess strong organizational skills - Possess strong PC skills, particularly Excel and the Microsoft Suite - Ability to adhere to deadlines - Experience and comfort working with members of the public - Ability to analyze problems and handle potentially difficult situations - Comfortable working within a team and in fast paced and dynamic atmosphere
