Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health

PROGRAM AND JOB DESCRIPTION:

The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders, BHHS leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.

The mission of the Bureau of Hepatitis, HIV, and Sexually Transmitted Infections' (BHHS) HIV Prevention Program is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities, and combat stigma. BHHS oversees and coordinates the NYC Health Department's response to the HIV epidemic. Units within BHHS's HIV Prevention Program include: HIV Prevention Care and Treatment Epidemiology (Surveillance, partner services) Clinical Operations and Technical Assistance Social Marketing and Community Engagement Policy & External Affairs.

The work of the Bureau includes policy development, direct administration of programs, oversight of contracted programs, community participatory planning, provider outreach and education, research, and surveillance, all with the goal of preventing new infections and supporting New York City residents living with HIV/AIDS. This position of a Prevention Program Project Officer (PO) belongs with the Technical Assistance and Quality Management (TA) team.

The HIV Prevention Program has awarded contracts to numerous agencies in NYC to provide HIV testing and status-neutral navigation services, including navigation and linkage support to immediate initiation of HIV treatment (iART), HIV primary care, PrEP, and PEP.

The Prevention Program Project Officer will work with healthcare facilities and community-based organizations (CBOs) awarded HIV prevention contracts to assist them in program implementation and quality improvement. The position reports to a Senior Project Officer staff member within the Technical Assistance and Quality Management team.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

In partnership with supervisor, learn to lead and/or support projects and activities of the TA Team when assigned by the Director of TA.

In partnership with supervisor, learn to lead needs assessment, planning and development of materials, resources, and tailored capacity-building initiatives to support funded agencies.

Analyze and review programmatic data to monitor the performance or contracted programs.

Work collaboratively with the Prevention Program's Planning (PP), Research and Evaluation (RE) teams on the development and utilization of scientific research data parameters to inform outcome evaluation activities.

Establish and maintain strong relationships with healthcare facilities and CBOs funded by the Prevention Program.

Support contracted agencies in implementing models of high-impact HIV prevention through biomedical and behavioral interventions, including HIV testing, PrEP, and iART.

Provide technical assistance based on analysis of contractor data and by using HIV surveillance epidemiological data and other available data sources to inform recommendations and guidance.
Provide technical assistance on the development and refinement of data reporting infrastructures needed at contracted partner sites.

Generate and share data reports and data presentations with contractors. Liaise and coordinate with funded agencies, master contractor, funders, and other collaborators to improve and enhance contract performance.

Assist funded agencies in the development and implementation of quality improvement protocol. When necessary and assigned, act as team lead and chief point of contact for a portfolio of contracts.

Assist with the planning and coordination of meetings to review contract data performance. Conduct virtual or in-person site visits with contractors to discuss the progress of implementation and review performance data to inform program improvement.

Support the development and timely implementation of technical assistance activities including but not limited to any of the following areas of special focus: data management, specialized TA initiatives, project management, agency-required training development, and quality improvement.

Work collaboratively with Director of TA and Project Officers to ensure the timely completion of all TA and other assigned activities, tasks, and projects.

Work collaboratively with the Prevention Program's Research and Evaluation team on creating, reviewing, and updating data monitoring tools and reports necessary for carrying the scope of work belonging to the TA team.

Work collaboratively with the Prevention Research and Evaluation team on data cleaning by reviewing programmatic data for inconsistencies and errors, following up with contractors, and providing guidance on data correction.

Work collaboratively with the Prevention program Planning team to develop, implement and support unique HIV prevention programming performed by clinical and non-clinical organizations throughout NYC as awarded by BHHS.

Meaningfully contribute to interunit meetings to provide programmatic context and agency-specific information on model implementation, performance, and impact.

Support the planning and implementation of meetings for contractors.

Coordinate logistics, development of agenda and content, presenting on relevant topics, and facilitating workshops and discussions.

Support the development and delivery of trainings for contractors, including co-facilitating and scheduling training.

Coordinate workflow and collaboration with other teams in the HIV Prevention Program withing BHHS and agency.

Work collaboratively with internal and external partners in ensuring program quality and performance.

Participate in contract compliance processes, making recommendations in collaboration with Prevention, BHHS leadership and master contractor.

Conduct public health literature findings and scientific research reviews to identify best practices in prevention service delivery.

Learn to work with the Prevention team in writing reports, abstracts, scientific research papers, and presentations.

Collaborate with fellow BHHS colleagues and teams to support the dissemination of BHHS initiatives.

Perform ad-hoc duties as may be assigned by the supervisor.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

Must have professional working knowledge and a strong professional working understanding of HIV/AIDS trends and advancements. Must have professional working knowledge of STIs health trends, as well as the national and local Ending-of-the-Epidemic strategies. Two years or more of professional working experience in the topic of HIV/AIDS and STI work required, as well as fundamentals of the epidemic trends, advancements and scientific research knowledge. Prior professional experience working with electronic health record systems in a clinical and/or non-clinical agencies required. Prior professional experience working with clinical agencies, CBOs, and administrative staff required. Intermediate to advanced professional workings kills in Microsoft Suite, Adobe, and Google Suite required. Proficiency with Salesforce preferred. Strong oral and written communication, analytical, and organizational skills required. A profound commitment to government-community collaboration, program quality management, and improvement. Professional working experience with the use of web-based project management tools required. Professional working experience with leading and developing large-scale events and activities, such as the coordination of workshops/trainings preferred. Professional working experience with monitoring and evaluation preferred. Professional working experience providing technical assistance to agencies of different sizes and capacities preferred. Preferred candidates works well both independently and collaboratively as part of diverse and interdisciplinary teams. Strong candidates must be able to effectively manage and complete multiple projects and competing priorities as part of their primary work responsibilities. Ideal candidates have experience effectively navigating large departments/institutions, identifying key stakeholders, and troubleshooting issues using critical thinking skills and professional decorum.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview. This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
