The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The DOC seeks to recruit a City Research Scientist Level I for the Special Investigations Unit (SIU) – PREA Team. The Prison Rape Elimination Act of 2003 (PREA Public Law 108-79) established federal mandates to identify and prevent prison rape in correctional facilities within the jurisdictions of federal, state, local, and native territories across the United States. Public Law 108-79 was signed into law on September 4, 2003. Under the direction of a Deputy Director for the SIU PREA Team and with latitude to exercise independent judgement and decision making, the successful candidates for this position will be responsible to work closely with the PREA Investigations Supervisors and Investigators to assist in the accurate collation of PREA statistics on a daily basis. Under supervision, the selected candidate will be responsible for the following:

Typical responsibilities of this position include:

- Comprehend the DOC procedures, rules, and regulations, administrative disciplinary
procedures, and the criminal justice system.
- Review agency reporting records, operational data to ensure the data is accurate
and in line with the Local, State and Federal regulations.
- Manual data entry into the new electronic case management and compiling
statistical information for the preparation of daily spreadsheets to keep both the
Department management and outside stakeholders abreast of requested statistical
information.
- Perform trend analysis, conducting research of completed investigations, design
and execution of mandated data collection
- Assist in the preparation of mandated statistical reports including bi-annual reports
due to the City Council and the Board of Correction, etc.
- Collect data from various sources including e-mails, databases, spreadsheets,
and other data repositories.
- Preparing, reviewing, evaluating, and acting on all reports, studies and
recommendations submitted for administrative action.
- Work on special projects and other related tasks.
- Development & implementation of measurable data & tracking systems.
- Ability to access the office location, located on Rikers Island, a vehicle is not required
but strongly recommended for candidates to maintain convenient work site accessibility.

CITY RESEARCH SCIENTIST - 21744

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
