The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The Office of Child and Family Health (OCFH) delivers direct medical services to children entering foster care and ensures that the physical and mental health care provided is comprehensive and appropriate. OCFH offers individualized case consultations and training to ACS and foster care agencies on a variety of health-related topics. The office also conducts research and provides clinical expertise in developing health and mental health policies that support best case practice agency-wide including Child Welfare Programs, Youth and Family Justice, and Child and Family Well-Being. Within the OCFH, the Pre-Placement Medical Services Unit is responsible for the day to day medical functions at the Nicholas Scoppetta Children’s Center (NSCC) pre-placement program, and ACS’s borough office medical units (Bronx, Queens, and Brooklyn). Providing 24/7 coverage, the Unit completes physical assessments for all children entering foster care and direct primary care for a comprehensive range of symptoms and illnesses.
Under the direction of the Director of Nursing, Pre-Placement Staff Nurse Supervisors will be responsible for the following:
- Work overnight shifts at the NSCC (four ten-hour shifts per week)
- Ensure the overall direction of the Pre-Placement Nursing unit by providing ongoing supervision, mentoring, and evaluation.
- Coordinate nursing staff schedules and coverage for the assigned sites in Division of Pre-Placement Services.
- Oversee time and leave for some nursing staff.
- Administer tasks and standards and performance evaluations for assigned subordinate nurses
- Make nightly rounds ensuring that work stations are covered at all times and documentation each shift including nurse progress notes and assessments are completed.
- Oversee the maintenance of work stations, nursing supplies and equipment inventory by reviewing usage reports, identifying trends and anticipating needed supplies.
- Help the unit appropriately assess the medical needs of each patient and establishes appropriate plan of care. Administers medication to youth and documents administration on medication administration form and progress notes.
- Monitor staff to be sure they are appropriately administering medication and comply with storage procedures and controlled substance regulations by enforcing program, operational, and personnel policies and procedures.
- Assist in developing policies, administrative procedures, and standards of nursing services and education.
- Precept and train staff.
- Participate in recruiting, selecting, orienting of staff.
- Make rounds inquiring about the patient’s health and address any complaints or issues.
- Coordinate and evaluate nursing service on the evening and night tours.
- Educate patients and caretakers to ensure their understanding of medical conditions, medications, and self-care skills.
- Take measures to protect patient confidentiality.
- Perform functions of staff nurse as needed including but not limited to: Perform triages on youth ages 0 – 22 years of age, Administer medications.
- Perform other relevant tasks as needed or requested by management.
A valid New York State License and current registration to practice as a Registered Professional Nurse. This license must be maintained for the duration of employment.

For Assignment Level I
In addition to meeting the license requirement above, candidates must have three years of full-time satisfactory experience as a Registered Nurse, two of which must have been in a supervisory capacity within a hospital or other appropriate setting.
For Assignment Level II
In addition to meeting the license requirement above, candidates must:
a) have completed a Psychiatric Nurse Practitioner or equivalent program registered or approved by the New York State Education Department; or
b) have current certification as a Psychiatric Nurse Practitioner by a national certifying body recognized by the New York State Education Department.
In addition, candidates must have three years of full-time satisfactory experience as a Registered Nurse, one of which must have been working in the capacity of Psychiatric Nurse Practitioner.
