The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

Located within Family Permanency Services (FPS), under the umbrella of the Adoption and Kinship Support Services (AKSS), The Post Adoption Unit consists of an Executive Director, Program Manager, Supervisor, and Post Adoption Specialist. The Post Adoption Subsidy Unit is responsible for the Suspension or Termination of adoption subsidies for various reasons including (but not limited to): death of adoptive parent, when a guardian or Representative Payee proves ineffective, parent is no longer supporting youth/youth moved out, parent states that youth is AWOL, youth in care/parent request, Youth arrested/parent request, youth marries, youth joins armed forces, the youth dies, documentation is received of parent showing non-support of the youth, or the parent’s rights are terminated. Adoption subsidy suspensions may also be lifted if proof is provided that the youth has returned home. Post Adoption Payment Specialist is also responsible for processing Change of Addresses for families to ensure the records are up to date and current. The unit also completes the ICAMA (Interstate Compact on Adoption and Medical Assistance) process which entails referring families who have relocated outside of the NYC area with medical referrals for coverage in their new state to OCFS. The Post Adoption Specialist will be responsible for addressing post adoption concerns presented through review of the annual recertifications, e-mails/phone calls from agencies adopted children/youth and /or adoptive parents, family members, FCLS, OCFS, Financial Services, Office of Advocacy, provider agencies, schools/hospitals, other ACS units.

The Responsibilities will include but are not limited to:

- Providing technical assistance and customer service to adoptive parents who are seeking to amend the Adoption Subsidy agreement and submit upgrades to NYS Adoption Subsidy.
- Consult with potential guardian who contact the office by mail or telephone to obtain the required/ requested information necessary to transfer adoption subsidy to the new guardian.
- Liaises between Office of Child and family Well Being, and OCFS units by obtaining/ conveying information/ providing feedback, in order to facilitate cooperation/ coordinate activities on behalf of Adoptive parents.
- Engage the community so as to demystify the post adoption subsidy system, and to destigmatize and develop goodwill towards the families ACS serves.
- Drafts/edits letters, memos, other correspondence, by determining required information/exercising judgment and discretion/presenting information/following rules of composition/agency formats, in order to communication information needed or requested.
-Types memos/correspondence/reports/other, including confidential documents, by operating standard computer/following standard formats and updating tracking spreadsheet with daily activities.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
