Reporting directly to the Senior Port Captain, or in his/her absence, the Senior Port Engineer and/or Director of Ferry Operations, provides leadership for Port Office personnel, ferry Captains and Port Mates.
EXAMPLES OF TYPICAL TASKS:
Coordinates support to ensure safe vessel operations. Coordinates scheduling of daily operations, inspections, and emergency drills. Assists ferry Captains with communications, navigational and USCG instructions, personnel, mooring and other operations, as necessary. Provides direct supervision to Port Mates and is responsible to verify implementation of safety management system requirements onboard ferries. Ensures safety and pollution prevention requirements are implemented on a continous basis.
Assists with coordination between Dock Office and Fuel Facility. Performs the duties of Port Office Duty Officer as assigned. Assists with coordination of ferry start-up as necessary. Assists with USCG inspections. Reviews vessel logbooks and coordinates follow-up actions as necessary. Assists with Ferry Operations audits. Coordinates requirements for returning a vessel back into service. Assists with operational responses as weather conditions dictate and assists Captains as necessary in determining course of action following ferry equipment malfunction. Ensures compliance with communications procedures.

REQUIREMENTS:
1. Must hold a current provisional or permanent appointment as Captain (Ferry) at the Staten Island Ferry.
PREFERRED SKILLS:
Competent in using Microsoft Outlook, Excel & Word.
Effective in communicating, delegating and accountable in managing tasks.
Persistent in trouble shooting and problem solving, in best efforts to ensure safe operations and working conditions onboard each ferry & within each Terminal.
Must be responsive to off hour/shift phone calls.
TWIC REQUIREMENT: At the time of appointment, candidates must possess a valid Transportation Worker Identification Credential (TWIC) issued by the U.S. Transportation Security Administration (TSA). A valid TWIC must be maintained for the duration of employment.
MEDICAL/DRUG TESTING REQUIREMENTS: Medical guidelines established by the U.S. Coast Guard apply to the position of Captain. Candidates will therefore be required to undergo a medical examination prior to appointment and thereafter, pursuant to Coast Guard regulations. Candidates must also pass a drug screening to be appointed. Captains are subject to random drug and alcohol testing during their employment.

HOURS/SHIFT: 40 hours/variable, including nights/weekends
WORK LOCATION: 1 Bay Street, Staten Island, NY 10301
1. One year of satisfactory service on a municipal ferry or in one or a combination of the titles of Assistant Captain (Ferry) (91504), Mate (Ferry) (91556), or Deckhand (91529); or
2.Six months of satisfactory full-time experience piloting a large ferry or comparable vessel in New York Harbor and/or its contiguous waters.
3. At the time of appointment to Captain (Ferry):
1. A valid United States Coast Guard License as Master of Steam or Motor Vessels of any gross tons upon oceans, inland or coastwise waters, with an endorsement as First Class Pilot of Steam and Motor Vessels of any gross tons with the following extensions of routes: Upper New York Bay; the East River from the Battery to Execution Rock; the Hudson River from the Battery to the George Washington Bridge; and Kill Van Kull to Mariner's Harbor; and
2. An endorsement as Radar Observer; and
3. A Federal Communications Commission Marine Radio Operator permit (Radiotelephone operator certificate - restricted); and
4. Completion of the Department of Transportation (DOT) on-the-job training course in operating and/or piloting of Staten Island Ferry vessels in accordance with the Safety Management System. Satisfactory completion of this course must be attested to in writing by at least two Captains (Ferry) responsible for training the candidate.
These credentials must be maintained for the duration of employment.
