Organization Profile: The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.

MOCJ seeks a highly motivated, detail-oriented Policy Manager with excellent communication, written, and analytical skills for its Policy and Justice Operations unit. Under the supervision of the Executive Director for Policy and Justice Operations, the Policy Manager performs a wide range of programmatic, research, and administrative duties. The Policy Manager will also assist and support the Policy and Justice Operations team’s attorneys in the implementation of a range of public safety and reform initiatives and strategies aimed at increasing fairness and trust in the Criminal Justice System as well as reducing crime through smart public safety measures and community engagement. The Policy Managers responsibilities include, but are not limited to:

- Managing work related to the vision, planning, and processes necessary for robust policy assessment and implementation strategies;
- Researching relevant legislation and emerging issues. Producing memos, reports, and PowerPoints relating to policy recommendations;
- Monitoring and tracking policy areas, programmatic components, contracting workflows, and conducting follow up both internally and externally;
- Conducting data analysis to inform policy recommendations;
- Communicating with senior staff, organizing meeting agendas, and preparing meeting minutes for dissemination;
- Working with senior staff to manage projects, coordinate events, and prepare materials as needed;
- Assisting the MOCJ programmatic and research teams in identifying new opportunities and responding to emerging issues in a fast-paced environment;
- Liaising with other agencies, including City Hall, as needed; and
- Cultivating and maintaining excellent relationships with stakeholder groups, including the Criminal Courts, District Attorneys Offices, Indigent Defense Providers, Advocacy Groups, law enforcement, and other City agencies.


Minimum Qualifications

- B.A. from an accredited college/university with two years of full-time professional experience in criminal justice, New York City government, or a related field;
- Knowledge of the NYC criminal justice system and a demonstrated ability to learn about new areas of policy;
- Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, prioritize duties, balance competing priorities, work independently and as part of a team in a fast-paced environment;
- Ability to pay close attention to detail, meet deadlines, work well under pressure, and use good judgment;
- Proven ability to establish and maintain effective working relationships and capacity to work both independently and cooperatively to implement key strategies; and
- Robust oral and written communication skills, including the ability to synthesize information quickly and frame policy issues and data in a clear and accessible way.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
