The Human Capital (“HC”) Bureau of Strategic Planning (“BSP” or “the Bureau”) drives change across HC, supporting projects and agency-wide efforts to achieve operational excellence. BSP also ensures that City leaders and agency executives have the information and tools they need to conduct strategic workforce planning.

The Bureau partners and leads business process improvement initiatives across HC; oversees HC’s Key Performance Indicators, including management of the HC portion of the Mayor’s Management Report (MMR) and Preliminary MMR; publishes the annual Workforce Profile Report; monitors for and reports on provisional municipal and state compliance; supports all of HC’s data reporting and analytics; supports agencies’ workforce planning efforts/initiatives; administers and evaluates citywide personnel policies; and administers citywide employee programs.

The Policy Analyst will report to the Director, Citywide Personnel Policy and duties include:

- Responsible for researching and analyzing Citywide Personnel Policies and Time and Leave regulations while serving as a DCAS liaison for Agency Personnel.
- Edit and revise policy documentation such as Personnel Service Bulletins (PSBs), assist in policy implementation and projects, clarify and document leave regulation procedures and work with
legal counsel to finalize policy determinations. Review, track, and respond to policy inquiries and maintain Citywide Personnel Policy correspondence.
- Assist with training agency HR staff as needed, maintain an online policy library, audit leave related programs, and document internal policy information.
- Assist with creating citywide communications and participate in Unit projects as needed.
- Draft and edit confidential and non-confidential materials to translate agency policies and create programs that align with HC and DCAS’ strategic goals.
- Research, create, and plan new and innovative policies, strategic plans, and goals under administrative direction.
- Participate in confidential and non-confidential conferences and meetings pertaining to the planning and development of policy projects.
- Draft proposals and timelines.
- Create Frequently Asked Questions (FAQs), procedural and other guidance documents pertaining to the planning and development of citywide policies.
- Employ computers to track projects and perform qualitative and quantitative analysis necessary for recommendations and monitoring project performance.
- Prepare confidential and non-confidential summary reports comparing performance to stated goals and objectives.
- Develop and maintain cooperative relationships.
- Drafts various citywide communications, as needed.
- May be assigned to work on special projects and other duties.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.


Preferred Skills

- Possess excellent analytical, problem-solving, research and communication skills (including verbal and written). - Be able to quickly develop a working knowledge of the City’s operations and policies. - Have intermediate experience with the Microsoft Office suite of applications is essential, including Excel, PowerPoint, Visio, Word, Teams, and SharePoint. - Possess basic project management skills including communication, organization, negotiation, time management and problem-solving skills - Be well organized - Be able to work independently and work well with others. - Be able to maintain confidentiality in all matters. - Previous Human Resources and business analytical experience is preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
