The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis and for-hire vehicles such as Uber and Lyft. The TLC licenses about 175,000 drivers, 115,000 vehicles, and 1,000 businesses, which together transport about a million passengers a day, making TLC the most active for-hire transportation regulatory agency in the world with oversight of a key component of the city’s transportation network. With the introduction of new apps and technologies, TLC is on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether requiring minimum pay for app drivers, ensuring wheelchair accessible service, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.
TLC is seeking a Policy Analyst to join our data-driven Policy team working to review, monitor, evaluate, address, and implement a diverse set of agency policies, programs, and services affecting the for-hire transportation industry and the communities that utilize them, including ensuring there is adequate and equitable service in areas of the city that most need it, electrifying the taxi and for-hire vehicle fleets, and safeguarding the financial well-being of drivers. This is a position for someone who is interested in the transportation sector, understands the value of bringing data to bear on complex policy and programmatic issues, can get up to speed quickly on unfamiliar topics, and gets into the weeds on a topic without losing sight of the big picture. The Policy Analyst will report to the Assistant Commissioner for Policy and will support the work of the agency by conducting policy and data research and analysis; drafting policy recommendations, memos, and reports and presenting those recommendations to senior staff and external stakeholders; developing, monitoring, and evaluating pilot programs; designing, conducting, and analyzing the results of surveys; analyzing data relating to industry, mobility, and labor trends; conducting qualitative and field research through stakeholder engagement; tracking legislative, technological, and industry developments in New York and other jurisdictions; and representing the division and agency in meetings with stakeholders and other City agencies.
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Demonstrated interest in using qualitative and quantitative research to inform policy. - Creative thinking, with excellent research, writing, and verbal communication skills. - Strong data analysis skills, including advanced abilities with Excel and other tools. Prior experience with large data sets, SQL, Python, or R is a major plus. - Ability to prioritize tasks, manage time, and balance projects with a high degree of independence. - Experience or demonstrated interest in New York City government and/or transportation policy is a plus.
