New York City nonprofits engage millions of residents each year in critical programs, from arts and culture to community building to housing, and the sector employs nearly a fifth of all NYC workers. The City across all agencies contracts and collaborates extensively with nonprofits for a range of public services. Recognizing nonprofits’ essential role in the fabric of the City, in late 2021, the City Council passed Int. 1784 to establish a Mayor’s Office of Not-for-Profit Services. At the same time, the incoming Adams and Lander Administrations launched the Joint Task Force to Get Nonprofits Paid on Time as a part of the transition process, which released an Action Memo with a set of recommendations in February 2022.
The Mayor’s Office for Nonprofit Services engages with and supports both New York City’s nonprofit sector and City agencies that contract with nonprofit partners. Among its core functions, the Office serves as a hub to engage and communicate critical information to nonprofits, develop and deliver a capacity-building program to support nonprofits to more easily contract with the City, research the health of the sector, and coordinate activities to advance the recommendations of the Joint Task Force to Get Nonprofits Paid on Time.
The Policy Advisor will coordinate projects with support from the Specific job duties may involve the following:
- Project manage key aspects of the nonprofit procurement reform initiative in partnership with the Mayor’s Office for Contract Services (MOCS); provide support to Executive and Deputy Directors, as needed;
- Lead periodic check-ins with contracting agencies and MOCS to maintain awareness of nonprofit procurement-related projects and help resolve any operational issues;
- Perform research and develop policy recommendations for pressing issues affecting the nonprofit sector in New York City;
- Organize and schedule interagency group meetings;
- Assist with public communication, including preparing materials for newsletters, press announcements, speeches and other engagements, in coordination with the Mayor’s Press Office; and
- With support from Executive and Deputy Directors, coordinate with the Mayor’s Office of Intergovernmental Affairs to develop State and Federal legislative strategies.
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or
4. A satisfactory equivalent combination of education and experience.
The Policy Advisor will demonstrate a combination of the following key personal qualities, attributes, and professional qualifications: - Experience working with nonprofits and understanding of the organizational challenges they face - Two or more years of experience in City government and/or nonprofit administration - Proven record of managing competing priorities in a high-pressure environment - Enthusiasm for working in a fast-paced, collaborative, and dynamic team culture - Ability to interface with executive-level management and deliver presentations - Ability to think creatively and clearly communicate complicated issues - Ability to complete work independently with broadly defined work objectives - Strong written and verbal communication skills - A demonstrated commitment to equity and public service and - Cultural competency and the ability to effectively work with diverse populations.

New York City residency is generally required within 90 days of appointment.
