Job Description

The Agency You’ll Join

The New York City Mayor’s Office is responsible for overseeing city services throughout the five
boroughs, coordinating public agencies and departments, and managing public property. New York City
Mayor Eric Adams is head of the executive branch of New York City's government. Previously, Mayor
Adams has served the people of New York City as an NYPD officer, state senator, and Brooklyn borough
president. The Adams’ administration is leading the fight to serve the people of the greatest city in the
world, ensuring delivery of efficient and effective services, working to make New York City’s economy
stronger, reducing inequality, improving public safety, and making the city more affordable that meets
the needs of all New Yorkers. We value leadership, transparency, fairness, and efficiency as we actively
seek diverse talents from various sectors to join our team.

The Team You’ll Work With

The Office of the First Deputy Mayor oversees the City’s housing, economic development, budget,
planning, city operations, and workforce agencies, and works to create a more vibrant and equitable
New York City. The Office seeks a talented Policy Advisor for Tenant Protection who will work closely
with the Executive Director for Tenant Protection, the Executive Director for Housing, and the First
Deputy Mayor to better support tenants in partnership with the team and other relevant agencies and
offices across the entire portfolio.

The First Deputy Mayor seeks an organized and results-driven Policy Advisor for Tenant Protection to
support all aspects of tenant affairs in City Hall. The Policy Advisor will staff and support the work of
the Tenant Protection Cabinet, an interagency body created to promote and advance tenant
protections and resources; provide policy analysis and feedback in response to tenant-related issues;
track relevant implementation plans and program needs; review relevant legislation, studies, and
reports; coordinate with stakeholders and agencies; and develop and implement new strategies to
support tenants.

The Problems You’ll Solve

Tenants have a basic set of rights that the City helps facilitate, from helping renters know their rights
and responsibilities to connecting them to critical programs and services to ensuring safe and fair
housing conditions. Under the direction of the Executive Director for Tenant Protection and working
closely with the Executive Director for Housing, the Policy Advisor will perform the following functions:
- Initiative Management – Support the day-to-day operations of the Tenant Protection Cabinet
(TPC), an interagency effort formed in 2024 to coordinate across agencies to better serve
tenants by creating pathways to renter-focused programs and services, and to ensure safe and
fair housing conditions.
- Policy and Legislative Development – Review and evaluate legislative proposals at the City,
State, and Federal levels with agencies and government affairs staff. Support any legislative
needs for tenants in partnership with City Hall, intergovernmental affairs, and agencies.
- Internal Stakeholder Management – Coordinate with City Hall leadership and staff, City agency
leadership and staff, and other stakeholders within City government to drive alignment on
tenant affairs, through continued leadership and coordination on tenant affairs and issues.
- External Stakeholder Management – Facilitate stakeholder engagement with tenant
organizations and tenant service providers to foster a relationship between City government,
tenants, providers, and advocates that is responsive to and inclusive of community feedback.
- Research & Analysis – Support qualitative and quantitative research in connection with policy
proposals, legislation, funding, and initiatives. Identify and track key metrics to define and
monitor the success of work.
- General Support – Regularly prepare briefing memoranda, provide background research and
information, coordinate meeting planning and assistance, and respond to correspondence from
constituents or elected officials.
