The Office of Technology and Innovation (OTI/DoITT) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.

The primary focus and responsibilities for the Policy Advisor for Digital Assets and Blockchain will be to support defining and implementing NYC’s Digital Asset strategy within the Office of the Chief Technology Officer (CTO).

Responsibilities will include but not limited to:
- Identify, assess, and realize blockchain and digital asset growth opportunities that facilitate the City’s strategic goals;
- Manage multi-stakeholder project teams with members from various agency teams toward a common set of outcomes and deliverables;
- Maintain up-to-date knowledge of events relating to digital assets (crypto, blockchain, web3), in general, and in particular as they affect the NYC government legislative and technology landscapes;
- Keep abreast of latest trends and developments in the area of assignment and provides inputs on issues to leadership;
- Serve as a liaison between the City, Government partners, and Industry on matters concerning digital assets;
- Communicate clearly and effectively with the public, media, staff and all levels of management;
- Handle special projects and initiatives as assigned.


Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.


Preferred Skills

The preferred candidate should possess the following: - Self-starter - Strong written and oral communications skills - Previous on-the-record experience and an interest in technology - Government experience is a plus - Enthusiasm to learn through a combination of structured, on-the-job, and self-directed training
