Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. As a world-renowned public health agency with a history of building transformative public health programming and infrastructure, innovating in science and scholarship to advance public health knowledge, and responding to urgent public health crises from New York City’s yellow fever outbreak in 1822, to the COVID-19 pandemic we are a hub for public health innovation, expertise, and programs, and services. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) engages and supports community action to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into six offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, Translation and Analytics, and Neighborhood Response Unit. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), Resilience and Emotional Support Team (REST), and the Mayor’s Subway Safety Plan.

Promoting Mental Health-AANHPI (PMH-AANHPI) is an initiative to promote the mental health and well-being of Asian American Native Hawaiian and Pacific Islander communities in NYC in the face of increasing racism and violence against these communities. PMH-AANHPI will coordinate efforts within the Health Department, with intra-governmental partners, and with community stakeholders to develop and organize structured discussions with communities about behavioral health impacts of anti-AANHPI hate and discrimination and associated strategies for healing and resilience.

PMH-AANHPI will use task-shifting and employ a train-the-trainer model with AANHPI community groups and leaders to raise awareness of the impact of Anti-Asian racism on individual- and community-level mental health, support resilience, and facilitate linkages to behavioral health resources for AANHPI individuals and communities in NYC. PMH-AANHPI will assure appropriate language access, ensure racial and cultural concordance between presenters and participants, and attain broad dissemination and reach.

In addition to creating training materials to include strategies for stress reduction, mental health awareness and stigma, and options for support and intervention; PMH-AANHPI will offer microgrants to AANHPI CBO/FBOs to increase their capacity to offer workshops and mental health service linkages to members of the AANHPI community.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

-The PMH-AANHPI Community Engagement and Training Specialist will serve as community liaisons and will be responsible for outreach to and training of community groups, non-profits, and other stakeholder groups who cater to members of the AANHPI community in NYC. Specific duties are outlined below: -Serve as a community liaison with AANHPI community leaders and organizations. - Promote and provide DOHMH trainings to community groups, non-profits, and other stakeholder groups, as scheduled. - Participate in PMH-AANHPI project meetings and contribute to other meetings and workgroups as prescribed by supervisor and agency leadership. - Contribute to the development of activities/tools that promote equity and uphold social justice in practices and programming. - Other tasks, as assigned.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
