Construction & Technical Services (CTS) consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project managers and trades personnel who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.

CTS manages major retrofits and system upgrades of existing buildings as well as smaller-scale work, including critical life/safety projects and other enhancements and modernization beyond routine maintenance of many civic facilities New Yorkers use every day.

The construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget, and timelines. This team assesses field conditions, prepares reports, and coordinates meetings with contractors, consultants, and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.

The technical team manages the maintenance and surplus in City-Owned properties, handles the contracts for services including, but not limited to, interior rehabilitation and construction, demolition, and erection of scaffolding; handles and maintains the design and management of site safety projects (Local Laws and Violations) and maintains and repairs all elevators, escalators and ADA lifts throughout City-Owned buildings within the five boroughs.

The DCAS Trade Shops help with all in-house construction and repair services needed within DCAS-managed sites. The Shops perform small-scale renovations such as partitions/drywall work, rough and finish carpentry, interior/exterior painting, electrical and plumbing repairs, structural steel, concrete, and masonry work and manufacture in-house replacement of parts for obsolete equipment and locksmith services and Mayoral Ceremonies and Special Events.

We are seeking to hire an engineer who designs plumbing and fire suppression systems; his/her responsibilities will mainly focus in ensuring that all DCAS-managed buildings comply with Local Law 26 of 2004; though, his/her additional duties will include, but will not be limited to the following:

- Provide technical assistance to architects and contractors for the interpretation of and compliance with plumbing and fire codes, local laws, and energy construction codes for DCAS projects.
- Responsible for reviewing the consultants design drawings, specifications, submittals, and shop drawings prepared for construction within DCAS projects.
- Perform field inspections in DCAS facilities, with a primary focus on in-house projects to ensure proper installation of the plumbing and fire suppression equipment in compliance with Local and State Codes. Prepare and submit field reports to DCAS’ project manager and the Director of mechanical engineering.
- Responsible to prepare and file signed, and sealed design drawings based on the coordination of building needs and as discussed with the building engineer, the Fire Safety Unit, and the Executive Director for mechanical engineering.
- Develop and oversee project needs and prepare budget estimates for change orders and new need requests in accordance with project schedules and in coordination with in-house staff, the consultant, building engineers and the Fire Safety Unit.
- Assist the project managers during DCAS projects to track and review consultant and contractor invoices to ensure proper charges and payments are made through projects completion.


Minimum Qualifications

1. A valid New York State License as a Professional Engineer.

2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.

License Requirement - NYS Licensed Professional Engineer Preferred Skills: - Proficient in AutoCAD. - Knowledgeable in Microsoft Projects. - Strong organizational and communication skills. - Experience with project estimating and project management. - Familiarity with PASSPort. - Ability to work under limited supervision, to handle multiple assignments with limited time constraints and detailed oriented. - Demonstrate personal initiative, responsibility, leadership, and flexibility. - Able to respond rapidly and accurately to requests, and work in a high-pressure, time-sensitive environment. - Strong customer service orientation and attention to detail, customer relationship management and clear analytical approach to problem solving. - Excellent analytical, oral, written, leadership and interpersonal skills.
