THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. The Nicholas Scoppetta Children’s Center (NSCC) provides children with a temporary living environment that is non-judgmental, supportive, caring, and structured, and strives to heal past and ongoing trauma. We believe that every child deserves safety, happiness, health, and love in our care, no matter how long or short their stay. Children in our care are prepared to transition to placement or achieve permanency after their stay at the Children’s Center. The Office of Placement Administration (OPA) within the division of Family Permanency Services is seeking to fill Placement Specialists for various units. As Placement Specialists, these staff members will be responsible for contacting foster care agencies offering a wide variety of foster care placement opportunities from foster boarding homes (family setting) to congregate care (group setting) in order to facilitate placement for children.

Job duties of the Placement Specialist will include, but are not limited to, the following:

- Coordinate interviews and placement of the children requiring foster care.
- Maintain contact with inter and intra agency staff from the various contracted agencies, and ACS staff.
- Skillfully match a child’s needs with contract agency admission criteria.
- Access database including WMS, CCRS, PTS, ACRS +, Connections, Vacancy Control, Child Placement Referral (CPR), DocuShare, and e-mails.
- Organize case records according to office guidelines, gathering information electronically as well as by phone. All placements are captured on the placement training system (PTS), the database of record for OPS.
- Interface with foster care agency intake coordinators and program directors.
- Ensure that clinical issues of youth are supported by re-placement referrals.
- Write/prepare placement reports as necessary.
- Follow up with providers on pending referrals as well as closing out referral requests.

Section 424-A of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities has been the subject of a child abuse and maltreatment report.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing, or cultural anthropology, with at least 12 of these credits in one discipline.

Requirements for Assignment Level II
a. Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II.
b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Welfare Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
c. To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child welfare casework experience.
