Job Description

In order to be considered for this position candidate must be serving permanently in the title of Principal Administrative Associate, or be reachable on the Department of Transportation’s promotional Principal Administrative Associate list, or be eligible under the 55a program.

Traffic Operations – Signals and Street Lighting Engineering and Automated Enforcement seeks to hire a Principal Administrative Associate III to serve as a Personnel Liaison. Candidate will be responsible for preparing and processing personnel action requests for the divisions and supervising a Personnel Assistant(PAA L2) in the preparing In-house and Citywide Job Posting Notice Requests for approval. Hiring Manager: process resumes, schedule and facilitate interviews. Assist and prepare interview questions for submission to HR for approval. Attend interviews as HR representative to ensure EEO guidelines are followed. Ensure that interviews are processed through the Smart Recruiter workflow. Review Personnel Headcount and Roster Reports and submit roster corrections monthly. Prepare and maintain organizational charts for the divisions. Maintain division Org Portal. Process requests for loss and faded photo ID. Review and distribute OT Cap Waiver Reports. Manage probationary report requests, probationary reports and memo submissions. Update and maintain probationary report tracker. Handles Citytime requests; updates and maintains request tracker. PeopleSearch Liaison – update employees’ records and process requests to release employees. Troubleshoot other PeopleSearch issues. Assist employees with miscellaneous personnel related issues. Coordinate College Internship and Aprenticeship program requests for the division. Maintain files of confidential and non-confidential records and documents.Responsible for filing and maintaining records. Performs other related duties.


This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

- Excellent knowledge or experience in Human Resource issues. - Knowledge of Microsoft Word, Excel, Visio and Outlook. - Good organizational, writing and communication skills. - Able to maintain high level of confidentiality.

New York City residency is generally required within 90 days of appointment.
