Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).
D&C is seeking an experienced and motivated candidate to manage multiple tasks in a fast-paced environment while maintaining accuracy and attention to detail to assist and support the unit’s senior leadership and hiring managers. The ideal candidate should be innovative, analytical and possess an understanding of the strategic role of HR. The candidate must be able to handle tasks independently with very little direction and follow up and have the ability to effectively communicate personnel policies and complex procedures. The D&C Personnel Liaison will assist and manage the preparation of documentation required for personnel actions, vacancy notices, developing recruitment and retention strategies, interviews, disseminating and explaining agency policy; assist with the preparation and reviewing of tasks and standards/performance evaluations, track and manage mandated trainings for Unit’s staff, updating and maintaining unit’s organization charts, oversight of unit vehicle coordination, and the preparation and maintenance of records for headcount tracking and personnel roster corrections. This position requires the ability to exercise good judgement on when to elevate issues, make independent decisions and exercising confidentiality. The Personnel Liaison will provide support for the Chief Engineer and perform special assignments as requested. This role will liaise and coordinate with the TPM Administration Unit for the facilitation of human resource, vehicle matters and other administrative matters.

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Proficient in Microsoft Word, Excel, Visio and Outlook. Familiarity with PMS, NYCAPS, SmartRecruiter, NYC Civil Service exams and processes. Able to create and maintain detailed file management and record keeping systems. Excellent interpersonal, oral and written communications skills Professional disposition. Ability to work independently and as a team player.
