1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:

The Division of Mental Hygiene of the New York City Department of Health and Mental Hygiene is responsible for policy, programs and provider oversight related to mental health, alcohol and drug use, developmental delays and disabilities. The Office of Administrative Services within the Bureau of Mental Hygiene Administration provides all non-program support for the Division of Mental Hygiene. Its services include personnel, budget, procurement,equipment, facilities management and operational support.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Use the DOHMH systems to create reports to monitor and track all of the Division's vacancies and other planning documents.
Assist with developing the variety of Personnel and Other than Personnel tracking reports.
Develop, update and track changes to the Bureau's organizational charts.
Collect, organize, analyze and present significant amount of information in a concise and clear manner.
Responsible for ensuring the information provided in the Quarterly Random Moment Time Study (RMTS) Roster is accurate and updated.
Coordinate with Program and Personnel Liaisons to ensure Bureau information is accurate based on staffing activity for the period reflected in the report.
Reconcile the data received by the programs with Personnel Services data to ensure the program information matches the data in the Agency's systems.
Provide technical assistance and guidance to the Division's programs regarding RMTS process and procedures.
Navigate computer systems and learn/adapt new data systems quickly.
Monitor outstanding requests for data to meet reporting and presentation deadlines.
Other assigned duties.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

Strong proficiency in Excel, Visio, Access and Word Familiarity with New York City & DOHMH systems: BMS, PATS, PECOS & WORKFORCE Strong organizational, time management problem-solving skills Able to work in a team environment. Able to work independently and problem solve to solution. Excellent written and oral communication skills. Strong motivation, organizational skills and attention to detail while working well in teams and independently on multiple simultaneous projects.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
