The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
Permanency Monitor Specialist in the Permanency Monitoring Unit works as an essential member of the team to promote permanency through their achievement of Adoption and KinGAP targets. Using a formal approach, technical assistance is provided based on the agencies’ performance and organizational structure. The duties and responsibilities of the Permanency Monitor Specialist will include but not be limited to:
- Effectively operate in a team and utilizes group and individual supervision to strengthen evaluation and quality improvement skills. Work with others effectively to gather diverse perspectives on
problem/cause(s) and solutions. Generate potential solutions based on problem solving.
- Provide and facilitate technical assistance sessions to provider agency staff design to meet an agency’s specific needs and promote promising practices for the community.
. Plan, implement, coordinate, monitor and/or evaluate programs providing important community services.
- Provide guidance, feedback, and suggested revisions for quality improvement, including clear expectations and timeframes for improvement.
- Participate in the development of agency-specific strategies and plans for improvement for community-based services.
- Identify provider needs for assistance and secures assistance to meet those need from within and outside ACS.
- Conduct qualitative and quantitative data analysis to identify areas in need of improvement as it relates to meeting identified targets and other ACS.
- Provides technical assistance in planning, implementation of community provider programs by analyzing management problems, interpreting policies and procedures, in order to enhance the work
performance and measures to promote best practices.
- Identify specific strengths and weaknesses through analysis of data and information collected from technical assistance coaching sessions, and anecdotal information from other ACS offices and
key system participants.
- Plan and direct programs related to community development by evaluating, researching program needs consulting with key personnel, in order to facilitate delivery of services for provider
agencies.
- Prepare evaluation reports including PowerPoints by utilizing information obtained from anecdotal information and reviews in order to provide a written record of community service activities.
- Update system of record (Shared Drive)
- Actively participate in prep session and debrief etc.
Additional Information
Section 424-A of the New York Social Services Law requires an authorized agency to inquire whether a
candidate for employment with child-caring responsibilities has been the subject of a child abuse and
maltreatment report.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
