NYCHA is the largest public housing authority in North America, providing affordable housing to roughly 1 in 16 New Yorkers. Within NYCHA, Performance Management & Analytics (PMA) provides best-in-class business analytic support to help Executive Staff and Departments successfully execute long-term strategic goals and achieve day-to-day operational effectiveness and efficiency. In addition to serving as the primary reporting and analytics unit within NYCHA, our department also ensures compliance with reporting for HUD and New York City, and promotes a data driven culture that improves decision making at all levels of the Authority.
Using Microsoft Power BI and other analytic tools, our department seeks to continually refine performance management processes to drive improvements in NYCHA’s day-to-day property management. This Performance Management Analyst role is on a small but productive team that focuses on Key Performance Indicators (KPIs) and performance tracking. Our team works closely with other PMA staff, who provide support around a wide variety of NYCHA’s data reporting & analytics, including policy impact forecasting, geospatial analytics, compliance reporting, and research and evaluation projects.
As NYCHA pursues innovative ways to provide building and apartment upgrades that our residents deserve, our team aims to provide innovative data analytic support. At PMA, our data solutions and insights help NYCHA operate as an efficient effective affordable housing landlord, improving our organization as well as the quality of life for our residents.
Under the direction of the Performance Management Manager, with wide latitude for the exercise of judgment and initiative, the Performance Management Analyst will conduct data analyses and assist in the preparation of reports and charts for the NYCHA Statistics, Trends, and Tracking (STAT) meetings. Through this monthly meeting series, our team provides senior leadership and property management staff with insights and context to enable truly data-driven performance management. Our team creates business intelligence (BI) models to equip NYCHA staff with powerful and interactive tools for driving performance toward specific KPIs on a day-to-day basis. The work of the Performance Management Analyst will center around evaluating large data sets and providing thoughtful analyses on new and existing KPIs, and the development and refinement of Power BI data models. In particular, the Performance Management Analyst will develop and maintain data pipelines for connecting new and existing NYCHA databases into our BI platforms. Performance Management Analyst will work with business units and other stakeholders to incorporate additional data metrics into our reporting, performing keen investigations to understand data sets and ensure accurate reporting.
Additionally, the Performance Management Analyst will respond to various requests for evaluating specific research questions around a variety of performance areas such as repair work completion, resident demographics, and apartment occupancy. This work will include designing investigations, conducting analyses, and interpreting and presenting results. Given that thoughtfulness and attention to detail are required for the development of KPIs and effective data analyses, work will be done deliberately and in close coordination with teammates to ensure that data are accurate and informative. As PMA has established itself as a trusted source of analytic support and data solutions across NYCHA units, selected candidate will also assist department leadership with special projects or field investigations as needed.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
1. Proficiency with BI software (preferably Microsoft Power BI) and software tools for big data and statistical analyses (e.g., SQL, R, Python, SAS, etc.). 2. Ability to work independently and in a team environment to compile datasets, design and conduct data analyses, provide written interpretations of statistical analyses and to present findings in written reports and oral presentations. 3. Data management skills including cleaning, aggregating, and matching large data sets for research and reporting. 4. Experience developing analytic plans and conducting statistical analyses. 5. Ability to work under stringent deadlines, manage multiple assignments, and handle sensitive information. 6. Excellent verbal and written communication skills, including the ability to interface well with senior Authority management and external partners. 7. Attention to detail in the presentation of reports, data visualizations, and data sets for distribution. 8. Proficiency in Microsoft Office Excel, Outlook, PowerPoint, and Word.
