The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Policy, Planning and Measurement (DPPM) is responsible for monitoring program performance and providing improvement guidance to ACS’ contracted foster care, prevention, and Close to Home (CTH) provider agencies in the interest of improving outcomes for youth and families. Located within the DPPM, Agency Program Assistance (APA) is comprised of Program Evaluators assigned in teams to ACS’ foster care, prevention, and CTH providers. APA works to improve the quality of services provided and the outcomes achieved by the Administration for Children’s Services (ACS) provider agencies for New York City’s children and families. For Foster Care providers, Program Evaluators are tasked with monitoring and evaluating the ongoing performance of Family-based and Residential Care Programs.

Duties and responsibilities of Foster Care Performance Evaluator will include the following:
- Monitor program performance employing quantifiable performance data and conducting case record reviews, site assessments, interviews with parents, foster parents, children and staff, and feedback from service providers and client advocates, utilizing specialized Provider Agency Measurement System (PAMS) modules and other standardized assessment tools
- Identify program-specific strengths and weaknesses through analysis of data and information collected from comprehensive evaluations of case practice and services delivered by foster care and prevention service agencies, data from systems of record, and anecdotal information from other ACS offices and key system participants
- Conduct program site visits regularly to monitor site compliance with ACS and OCFS standards and regulations and gauge administrative practice
- Prepare, drafts, edits written performance reports and/or provides individual performance composites, including periodic summary reports comparing performance productivity to stated goals and objectives, the program’s performance over time and relative to other providers, for service providers to improve the overall provision of services to children and families
- Provide guidance, feedback and suggested revisions for quality improvement, including clear expectations and timeframes for improvement, to contracted service providers and participates in the development of agency-specific strategies and plans for improvement
- Identify provider agency needs for assistance and secures assistance to meet those needs from within and outside ACS. Provides information to other ACS divisions on issues impacting provider agency performance and suggests changes or improvements to address such issues
- Effectively operates in a team and utilizes group and individual supervision to strengthen evaluation and quality improvement skills
- Participate in informative and educational meetings with provider agencies to discuss performance and findings

Minimum Qualifications

1. A master’s degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. At least one year of this experience must have been in a supervisory, administrative, managerial or consultative capacity or related area; or

A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.

2. A baccalaureate degree from an accredited college or university in one of the fields listed in "1" above and three years of the full-time satisfactory professional experience described in "1" above, including at least one year of experience in a supervisory, administrative, managerial or consultative capacity or related area.

A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
