Job Description

*Must be Permanent in the Clerical Associate title or reachable on the current Clerical Associate list for consideration.*

The NYC Law Department is currently seeking a qualified candidate for a Full Time Clerical Associate Level 4 position as a Payroll Supervisor for its Administration Division’s Payroll Unit. This position encompasses responsible work of varying degrees of difficulty and responsibility performed under supervision of the Deputy Chief of Payroll and Timekeeping and with latitude to exercise decision making and independent judgement, the selected candidate will be responsible for the payroll operational functions which includes:


- Completing the Payroll Summary and Reconciliation for the biweekly and supplemental payrolls.
- Liaison with Office of Payroll Administration (OPA) to pick up bi-weekly payroll paychecks.
- Sorting and distributing paychecks, stubs, and handouts to employees and designated division liaisons. Collection of Agency property - Employee ID, Court ID, etc.
- Reviewing of various reports including the 160 and 161 and the utilization of employee level approval/holds.
- Performing pay audits to determine overpayments and taking corrective actions as necessary, entering overpayment deductions, and completing EFT (Direct Deposit) stop/reversal payments and the processing of undistributed/lost/stolen checks.
- Supervise the payroll clerk to ensure that the reports for payday are noted correctly for all separating employees as well as any voided checks, stopped checks and holds to ensure that the checks are being sent to the proper place.

- Researching, calculating, and issuing non-managerial lumpsums, Attorney reimbursements, DOI fingerprint processing fees as well as other one-time payments.
- Serving as the liaison with the NYC Office of Payroll Administration (OPA) to issue payments to the beneficiaries of deceased employees in a timely manner.
- Assisting with the processing of DP-2001, commuter benefits, direct deposits, and 529 applications.
- Processing the verifications requests for NYCERS/NYSLERS Pension buy-backs, NYCHA Wage and Employment, Mortgage/Loan verifications and employment verifications for child care applications (PFL). In addition, this person will also process No-Fault Insurance - Employer's Wage Verification Reports, Higher Education Loan verifications, Child support collections verifications and Union/Non-Union disability verifications of employees.

- Assisting the Chief of Payroll and Timekeeping with preparing Managerial Lump Sum Payments, forwarding to the Comptroller’s Office for review and approval, and processing payments upon receipt of approval.
- Working collectively and independently with the Deputy Chief of Payroll & Timekeeping on special projects, as necessary.
- Researching and responding to payroll inquiries.

Minimum Qualifications

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.


Preferred Skills

Only candidates who are currently certified in the permanent civil service title of Clerical Associate list or reachable on the active Clerical Associate List shall apply. Strong leadership and communication skills. Knowledge of NYC human resource systems and software including NYCAPS, PI, PMS and CHRMS.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
