The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

Payment Services processes monthly Child Welfare payment for over 300 contracted foster care, preventive and juvenile justice providers with multiple contracts, Housing and Adoption Subsidy/KinGAP payments for over 10,000 clients, Child Care for over 9,500 voucher providers and programs, as well as agency administrative payments totaling approximately 28,000 invoices each year. Payment transactions exceed 280,000 annually, totaling more than $2.04 billion dollars in expenditures.

This position encompasses work of varying degrees of difficulty and responsibility in the preparation and administration of processing payments within DFS Administrative Payment Services. The Payment Processor will be responsible for processing payments within Payment Services Administrative Payment types, providing data entry support. These payments are processed under general supervision, with some latitude for independent initiative and decision making.

Duties include but are not limited to:

- Provide data entry support for the issuance of payments to provider agencies and vendors
- Provide timely issuance of payments
- Ensure accuracy of payments to support the delivery of services for children, youth, and/or families
- Utilizes computer systems and programs such as the New York City Financial Management System (FMS), The NYC Procurement and sourcing Solutions Portal (PASSPort), the ACS Financial Management System (ACSFMS), the U.S. Bank access on-line system for P-card processing, and other internal systems to facilitate work assignments.
- Examine Invoices and payment supporting documents to ensure all documents are appropriate and in accordance with Terms and Conditions of related contracts and purchase orders (PO’s).
- Ensure compliance during payment processing with procurement Policy Board rules, Prompt Payment Guidelines, State & Federal guidelines and Directives from City oversight entities such as the New York City Comptroller and the NYC Department of Finance.
- Responsible for reporting any discrepancies and issues to Supervisor.
- Prepare spreadsheets and detailed payment status reports for supervisor, as needed.
- Responsible for records management, including scanning and preparing payment files for storage at the ACS warehouse and assisting Administration with document flow, as needed.
- Respond to questions and inquiries to assist with all customer service inquiries, including program areas, providers, the community, and vendors.
- Perform related tasks, as determined necessary by Supervisor and management to ensure efficiency and productivity.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

Payment Processors are required to be proficient with various ACS payment systems tools such as AITPM,PMRS,and FMS3.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
