Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.

BEDC’s Division of Capital Budget and Contracts (CBC) provides support to the Bureau in the areas of procurement management, change order processing, CP processing, contract close outs, capital budget management and payment review.

BEDC seeks to hire an Administrative Manager (NM) 1 to serve as a Payment Analyst for the Capital Budget & Contracts (CBC) directorate, located at our headquarters in Queens, NY. The Bureau processes an average of 1,500 contractor and consultant payments annually. BEDC currently manages 180 active projects that support DEP’s core operations, revenue protection, regulatory compliance, health & safety, and critical infrastructure. To maintain compliance with the NY City Charter and PPB Rules, and to avoid paying interest on payments, there are strict thirty- and sixty-day timelines in which invoices must be processed. In this critical role, the payment analyst is responsible for the review and processing of contract invoices, checking for compliance, completeness and required authorization(s) to determine their accuracy and adequacy, and consults with appropriate Bureau Project Management staff to address possible discrepancies. Additionally, the Payment Analyst is responsible for monitoring spending against approved contract encumbrances, monitoring capital and expense commodity and budget line spending in FMS and Passport respectively. The analyst will enter data in Bureau and Agency tracking systems. The payment analyst is also a liaison between the Bureau and Contractors, Consultants, the Agency Contract Accounting, and Engineering Audit offices. The payment analyst is responsible for identifying and mitigating delays to payment processing and may also assist in the development and implementation of new policies and procedures.


Specific responsibilities will include, but may not be limited to:

- Reviewing assigned contract invoices and assures that standards are maintained and that invoices are processed within established deadlines.
- Interprets and explains rules, regulations, and standard operating procedures governing invoice processing to Bureau project staff, as required.
- Logging and tracking invoices via Bureau and Agency automated systems.
- Assists with the development of operating procedures, reporting systems, and training programs.
- Other requests as assigned by the Payment Unit Manager.

PREFERRED SKILLS

- Three years of relevant work experience in contract accounting
- Strong analytical background
- Advanced proficiency in Microsoft Office – Excel
- Strong organizational, writing and communication skills
- Project Management experience
- Familiar with NYC Procurement Policy Board (PPB) rules
- Ability to work under limited supervision and to handle multiple assignments with limited time constraints
- Demonstrated personal initiative, responsibility, leadership and flexibility

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
