Job Description

The New York City Health Department works every day to protect and promote the health of 8.5 million diverse New Yorkers. This includes making health equity and racial justice a priority in order to address enduring gaps in health between white New Yorkers and communities of color. To support this mission, the Bureau of Epidemiology Services (BES) conducts systematic data collection and monitoring, rigorous analysis, and effective data communication. BES seeks to provide accurate and timely public health data to inform decision-making, to optimize data use, and to ensure accurate analysis of health data.

The NYC Health Panel is an innovative project that provides the Health Department with important health information in a timely and cost-effective way. The Panel provides population-level estimates on a range of key population health indicators by conducting surveys with its approximately 35,000 panelists.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Develop and execute a strategic plan to maximize participant engagement, satisfaction, and retention.

Create and track indicators of panel health. Measure, minimize, and develop strategies to address attrition.

Monitor quality of the panel, make recommendations based on findings, and execute panel maintenance tasks.

Oversee and manage sub-cohorts that are part of the NYC Health Panel, such as a qualitative panel and a long COVID cohort.

Develop and distribute non-survey communications to participants, such as holiday cards, survey result summaries, and content for a member portal.

Supervise the Deputy Panel Manager, who manages phone survey operations, gift cards purchases, tracking and distribution, and response to participant concerns.

Preferred Skills:

A minimum of 5 years of experience directly related to the duties and responsibilities specified above.
Experience in survey research and participant retention, particularly with panel or cohort studies.
Experience interacting with the survey or research study participants.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
