THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PROGRAM EVALUATOR.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families through community-based programming and preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYC’s early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Provider Agency Measurement System Unit (PAMS) is responsible for conducing comprehensive, annual case record evaluations of all foster care and preventive services programs serving New York City s children and families. The PAMS Preventive Reviewer evaluates provider agency practice on critical city and state priorities in Safety, Permanency, Well Being as well as Assessment, Engagement, and Services. These systems are designed to ensure accountability and promote learning for Children’s Services and provider agencies.

The Biannual PAMS reviews include extensive reviews of case records through Connections and other systems of record and on -site. As needed PAMS units may conduct site observations of foster homes and residential facilities and interview with foster parents and childcare staff.

As part of a team, the PAMS Preventive Reviewer will be responsible for the following specific duties:

- Utilize a standardized QA PAMS instrument to evaluate both provider case practice and PAMS reviewer inter-rater reliability.
- Complete case record reviews and analysis within review timeframes, utilizing information from Connections and other data sources. Reviews are conducted both electronically and on-site at provider agency offices.
- Identify critical safety, risk, and permanency issues in provider agency practice.
-Complete written alerts that clearly communicate findings regarding the agency’s performance.
- Actively participate in the review and development of the scorecard methodology and evaluation tools.
- Actively participate in trainings on new policies, program models, and evaluation methodology.
- Perform other related duties as required.

Minimum Qualifications

1. A master’s degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. At least one year of this experience must have been in a supervisory, administrative, managerial or consultative capacity or related area; or

A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.

2. A baccalaureate degree from an accredited college or university in one of the fields listed in "1" above and three years of the full-time satisfactory professional experience described in "1" above, including at least one year of experience in a supervisory, administrative, managerial or consultative capacity or related area.

A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.


Preferred Skills

A Master of Social Work degree. Two (2) years practice experience in foster and/or preventive services and a familiarity with the NYS CONNECTIONS system. A self-starter, who is articulate, pays great attention to detail and is accustomed to working both independently and as part of a team. Ability to deal tactfully and effectively with diverse constituencies at all levels of an organization and a solid understanding of child welfare issues. Excellent analytic, written, and oral communication skills qualitative analysis experience a plus.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
