The Provider Agency Measurement System Unit (PAMS), within the Division of Policy, Planning and Measurement, is responsible for conducing comprehensive evaluations assessing the quality of case practice and services delivered by foster care and prevention provider agencies serving New York City s children and families. The bi-annual PAMS process utilizes the OCFS Connections and other systems of record to conduct case reviews based on critical city and state priorities in Safety, Permanency, Well Being as well as Assessment, Engagement, and Services. PAMS results are factored into an annual Scorecard, a Children’s Services performance evaluation tool; which are designed to ensure accountability and inform ongoing performance monitoring with provider agencies.

Under the direct supervision of the Director of Foster Care Scorecard, the Foster Care PAMS Manager will be responsible for the following:
- Leadership and supervision of a PAMS Review Team, consisting of five Reviewers and one Quality Assurance Supervisor, including effective day-to-day supervision and coaching, performance evaluations, and administrative functions, including time and leave for all team members.
- Coordinate all aspects of the PAMS review process including being the liaison and primary contact for the provider agencies; communicate with provider agencies to regarding the review process.
- Coordinate and monitor the PAMS review process to ensure orderly and efficient work flow; scheduling/organizing of the review process and schedule; completion of PAMS review documents.
- Ensure quality and accuracy of work conducted by team members, and oversee the Quality Assurance process, a critical phase of the review process to ensure the complete and consistent evaluation of child safety in all reviews; and in consultation with Director, take appropriate action when the safety of a child is in question.
- Work closely with team members to ensure deadlines are met for the reviews, reports distribution and communication with providers.
- Hold individualized and team supervision regarding data integrity, utilizing PAMS data reports.
- Staff Development of the PAMS Review team, which consists of actively utilizing and implementing both formal and informal staff development opportunities that strengthen the team’s ability to support the ACS core principles and Unit goals.
- Participate in the development of PAMS review tools and other assessment tools.
- Perform other related duties as required

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
