The New York City Campaign Finance Board manages New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is a centerpiece of this progress.

We eliminate barriers to participation by providing access to the resources New Yorkers need to vote or run for office and amplify the voices of small donors with New York City’s small donor democracy program.

The Public Affairs division promotes the agency’s key role in equipping all candidates and voters to power a fairer and more open democracy in New York City. We engage New Yorkers, inform them about elections, and boost their civic participation in the democratic process.

The Partnership and Outreach Unit works to build partnerships across the city to disseminate information and conduct direct-to-voter outreach.

NYC Votes is an initiative of the New York City Campaign Finance Board (CFB), a nonpartisan, independent agency, that aims to inform New Yorkers about elections and boost their civic participation in the democratic process. We are seeking an Outreach Manager to join our team. The Outreach Manager will report to the Director of Partnerships and Outreach and will supervise the Field Coordinator and Outreach Coordinator. The work of this team supports the CFB’s Charter mandate to increase participation of underrepresented voters in NYC elections, ensuring that all New Yorkers have the information and resources they need to participate in city, state, and federal elections and feel equipped and motivated to vote, no matter what barriers they may face.
Under our NYC Votes initiative, you would supervise direct voter engagement efforts in neighborhoods and with groups of voters who have historically had lower participation, often due to structural barriers. These efforts can include voter registration drives, community events, partnerships with local organizations and institutions to distribute voting information, door-to-door and site-based canvassing, texting, and other such activities. In addition, the outreach efforts you’re leading may also highlight the benefits of the Matching Funds program, increasing awareness of the work that the CFB does under its other major Charter Mandate and how the agency’s work helps strengthen democracy in NYC.

On the Outreach Team, your role will be to design and execute multi-modal outreach plans for each NYC election, typically rolling out three to six months ahead of each election. These plans will be created in close collaboration with the Director, ensuring they remain aligned with the larger unit and division strategic priorities. The Outreach Manager will also serve as a key point person on cross-unit projects with other internal teams in public affairs. As a supervisor, you’ll work with the other members of the unit to ensure plans accurately reflect realities on the ground and support the successful day-to-day execution of the activities and relationship management needed to reach unit goals and objectives. Responsibilities include, but re not limited to:

Direct Voter Outreach Campaigns
- Create direct voter outreach plans and campaigns that incorporate a variety of outreach methods and target our priority neighborhoods and groups of voters.
- Determine the target universe for GOTV outreach methods that involve voter lists, selecting the appropriate contact methods, and ensuring volunteer support to achieve voter contact goals.
- Collaborate with MDC to incorporate digital assets into in-person outreach and align direct voter outreach efforts with digital marketing strategies to the extent feasible.
- Create and manage workflows for triaging incoming voter inquiries generated from our multi-channel outreach campaigns and protecting agency reputation by ensuring voters receive timely and relevant responses.
- Liaise with data science and program evaluation staff to analyze internal data and outcomes and incorporate findings to drive decisions on future voter contact initiatives.
- Directly collaborate with Product Management and Operations, and Marketing Digital Communications Staff to ensure the outreach team is adequately equipped with the right materials, equipment, and branded assets to hold successful outreach activities.

Volunteer and Partner Relationship Management
- Include the growth, development, and deployment of our volunteer programs into outreach planning.
- Schedule and execute regular volunteer engagement and recruitment events.
- Create opportunities for NYC Votes partners to get involved in NYC Votes-driven outreach initiatives, including by working with partnerships team to connect with broader network of partner orgs from priority areas.
- Identify new opportunities for the CFB to expand its outreach capacity through strategic partnerships and successful development of new and existing volunteers.

Staff supervision
- Directly supervise the Field Coordinator and Outreach Coordinator.
- Set standards and goals for the Outreach team that ensure ongoing projects and tasks within the unit support the overall goals and priorities of the Public Affairs division and the agency.
- Ensure the unit has the resources necessary to meet the agency’s business needs.
- Handle day-to-day management issues as needed and participate in the unit’s hiring processes.


Minimum Qualifications

1. A bachelor’s degree from an accredited college including or supplemented by at least twelve semester credits (or the equivalent of twelve semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or
2. A four-year high school diploma or its educational equivalent and five-years of experience as described in “1” above; or
3. Education and/or experience equivalent to “1” above.


Preferred Skills

PREFERRED QUALIFICATIONS Excellent computer skills and experience with Microsoft Word, Excel, and G-Suite. At least five to seven years of experience in community engagement and outreach is required. Previous experience with elections and voting work. At least some prior experience with voting and elections (1 year). At least one to two years of experience supervising full-time employees. Demonstration of prior voting and election experience and basic understanding of voting and civic participation . ESSENTIAL SKILLS Excellent public communication skills and social and emotional intelligence. Outgoing personality, commitment to civic engagement and democratic participation. Organized and clear internal communicator. Ability to work both independently and as part of a team. Strong interpersonal and problem-solving skills. Deep familiarity with one or several of our priority neighborhoods and groups of voters. Experience organizing and leading in-person public events of different types. Comfortable designing and managing metrics-driven campaigns, setting relevant campaign goals, and measuring successes and areas for improvement. Ability to collaborate on projects across different internal teams, including projects they will lead. Experience merging digital and in-person outreach methods, or incorporating digital assets into in-person outreach. Direct experience with volunteer recruitment and training. Able to analyze and act on basic voter data and outreach metrics. Able to manage projects and initiatives lasting months, involving internal and external stakeholders representing diverse viewpoints and functions. Strong written and verbal communication skills, internally, externally, and with the general public

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
