The City of New York’s Public Engagement Unit (PEU) was created in 2015 to serve New Yorkers in historically underserved neighborhoods and connect them to key City services, using innovative methods of proactive outreach. PEU’s model has proven particularly critical in the midst of the global pandemic, a severe economic crisis, and now a challenging recovery. By combining proactive outreach, long term case management, and an interagency approach, PEU breaks down bureaucratic barriers to better serve those who are struggling with a range of hardships - from landlord harassment, homelessness, housing insecurity and eviction, to lack of health insurance, food insecurity, and much more.
The Public Engagement Unit is recruiting one (1) Associate Housing Development Specialist to function as an Outreach Director for its Home Support Unit. The Home Support Unit is focused on homelessness prevention and reduction. HSU partners with City agencies and community-based organizations to link New Yorkers receiving federal, state and City housing subsidies with landlords and brokers who have available apartments. The team has recruited thousands of landlords and brokers, helping them navigate the process for providing New Yorkers with long-term stable housing, including veterans, families with children, the elderly and victims of domestic violence.
The Outreach Director (OD) will provide direction and management for the Home Support Unit. The OD will develop strategic outreach plans, attend key meetings with key agency and community stakeholders, and take the lead on identifying new opportunities for partnerships and data-sharing. The Outreach Director will manage a team of Outreach Managers to ensure short-term and long-term outreach goals are met. The Outreach Director will report to PEU’s Senior Outreach Director for Housing and Preservation.
The Outreach Director:
- Oversee the HSU team and directly manage Outreach Managers
- Provide reports to senior staff, City Hall and agency partners on all HSU-related work from
outreach, data, communications, IT, and operations
- Closely partner with PEU’s policy, data, and communications teams to ensure program goals
are met
- Evaluate program performance to inform key decisions of the initiative, including program goals,
paid media, and community engagement.
- Partner with internal and external stakeholders to effectively coordinate re-housing efforts
across NYC
- Track the programs progress towards qualitative and quantitative goals and provide regular
reports to internal and external stakeholders
- Identify new opportunities to support agencies and initiatives by leveraging existing outreach
staff, data and technology
Salary Range:
$101,092 - $101,092 (Annual)

Hours/Schedule:
Monday - Friday 9:00am – 5:00pm
1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or
3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
- 2 years of experience in the management of field teams. - 2 years of experience with community, issue, labor or political organizing. - Fluency in data best practices with an emphasis on data integrity, accountability and reporting. - Excellent interpersonal skills and a proven ability to engage people in conversation. - Strong written and oral communication skills in English Spanish is a plus. - Comfortable providing ongoing feedback to team members. - Ability to prioritize and effectively manage multiple tasks in a fast-paced work environment. - Willingness to learn, be flexible and adapt to work assignments in a variety of situations and an ability to problem solve.
