Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change
The Office of Building Water System Oversight (BWSO) within the Bureau of Environmental Sciences and Engineering(ESE) is responsible for conducting inspections to ensure compliance with various rules and regulations aimed at improving the operating conditions of various engineered systems such as cooling towers, water tanks, evaporative condensers, internal plumbing, and waste water systems in order to prevent risks associated with these systems.
- Oversee program’s OTPS budget, fiscal planning and allocation of resources in providing guidance on expenditures and monitor CTL and grant-funded positions to ensure program funds are being spent efficiently and deficits will not occur
- Manage, monitor and submit quarterly reporting for reimbursements for all grant award and intra-city contracts
- Research vendors and prepare contract /purchasing requisition documents for all appropriate OTPS purchasing needs.
- Review and authorize Contracts payments and collate the supporting documentation to ensure contractors are
paid in a timely manner.
- Track delivery of goods and services and following up with the contractors on invoice submission to initiate payment.
- Reconcile and submit monthly EZ-pass expenses, metro card, personnel expenses to the Fiscal Department for reimbursement

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
2. A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
3. Education and or experience equivalent to “1" or “2" above.
- Strong analytical background - Excellent oral and written communication skills are required - Strong interpersonal skills are required - Ability to work independently as well as function as a member of a team. - Proficiency in computer packages including MS Office applications
