Job Description

Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce.

We are seeking a highly capable organizational development specialist to contribute expertise to our development initiatives. The Organizational Development Specialist will be evaluating our business structures, advising management on the allocation of personnel and resources, and facilitating cost-effective and efficient procedures.

To ensure success as an Organizational Development Specialist, you should exhibit extensive experience as a development specialist in a related industry and the ability to provide guidance on the allocation of resources. A first-class organizational development specialist will be someone whose expertise translates into optimized efficiency and increased profitability.

Human Resources Solutions (HRS)/ Organizational Development is recruiting for two (2) Administrative Staff Analyst NM-I, to function as an Organizational Development Specialists who will:

- Conduct structural and operational analyses of business units to assess workflow efficiency, role clarity, and resource allocation.
- Design and implement OD programs (e.g., leadership development, succession planning, change management) in collaboration with the Office of Policy, Procedures, and Training.
- Partner with Talent Management (Recruitment Strategies) to align hiring, promotions, and workforce planning with organizational goals.
- Facilitate training and development initiatives (individual/group sessions) to improve cross-functional collaboration and skills alignment.
- Evaluate and report on OD interventions, tracking metrics such as employee performance, retention, and engagement.
- Advise leadership on strategic workforce planning, cost-effective solutions, and process improvements.
- Document processes, prepare progress reports, and present findings to senior leadership.



Work Location: 4 World Trade Center
Hours/Schedule: 9 AM – 5 PM

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills

Required Skills & Qualifications: - Demonstrated experience in OD, including: o Conducting organizational assessments (e.g., workflow analysis, competency modeling). o Designing and delivering training/development programs. o Measuring program effectiveness (e.g., surveys, performance metrics). - Proficiency in HRIS, data analysis tools, and business administration software (e.g., PeopleSoft, Workday, LMS platforms). - Demonstrated project management skills, with the ability to manage multiple initiatives and stakeholders. - Experience collaborating with HR teams on talent management, workforce planning, or succession strategies. - Analytical and problem-solving skills, with the ability to translate data into actionable recommendations. Preferred Qualifications: - Certification in Organizational Development, Change Management, or HR (e.g., SHRM-CP, PHR). - Experience in public sector or large-scale organizational restructuring. - Familiarity with process improvement methodologies (e.g., Lean, Six Sigma).

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
