Job Description

Under supervision with some latitude for independent action, handles health benefit related inquiries which include conducting research and interfacing with City agency benefits personnel and the City's health plans.

Responds to all incoming and outgoing mail inquiries regarding the following:

-Retiree health benefits enrollment/change applications
-Inquiries regarding payments under the Medicare Part B Reimbursement Program, which also includes the Income Related Monthly Adjustment Amount (IRMAA) reimbursement
-Health coverage for the domestic partners of both active employees and retirees
-The resolution of health plan enrollment issues for retirees and their dependents as well as retiree health benefits coverage issues
-Working with Agency Benefits Personnel Officers, Management Benefits Fund (MBF) staff, and union employees in resolving active employee and retiree health benefits coverage issues
-Responsible for preparing and sending out sensitive documents such as COBRA applications, COBRA for Life applications and verification letters
-Managing digital document filing and the retrieval of documents

Minimum Qualifications

Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.

Excellent writing and communication skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
