Job Description

The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provides temporary shelter, and connect individuals and families to stable housing with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.
The Facilities and Logistics Division (F&L) is responsible for providing both direct and indirect maintenance and repair services to City owned and operated facilities using in-house skilled trade-workers, maintenance contracts and purchasing operation. F&L is responsible for monitoring DHS shelters as it relates to the maintenance of building systems. The F&L guides shelter staff on ways to improve facility conditions and to ensure funds are being spent on preventive and general maintenance to avoid premature failure of building systems.

The NYC Department of Homeless Services (DHS) recruiting for one (1) Administrative Supervisor of Building Maintenance M3 to function as an Operations Manager who will:

- Manage day-to-day workflow between the Deputy Commissioner’s Office and various units of Facilities and Logistics. Overseeing project deliverables for the Deputy Commissioner including presentations, briefings, detailed reports outlining project status, flagging potential issues and identifying performance indicators.

- Provide strategic planning and problem-solving support to the Deputy Commissioner, Facilities & Logistics. Initiate and manage projects within any of the Deputy Commissioner, Facilities & Logistics’ area of responsibility.

- Collaborate with Facilities and Logistics staff, and coordinate improvement strategies for F&L initiatives to ensure the accomplishment of agency goals

- Conduct research, investigations, or examinations on complex projects for DHS Operations.

- Oversee the Enterprise Asset Management (EAM) systems development, enhancements and upgrades that support on-going work order maintenance requests, purchasing goods, in addition to supporting the DHS Lead inspection, abatement and remediation program.

- Liaises with ITS, internal DHS teams and vendors to ensure compliance and improve efficiency of EAM processes.

Hours/Schedule: Monday – Friday 9am – 5:00 pm.

Minimum Qualifications

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.


Preferred Skills

- The ideal candidate will have demonstrated leadership in managing large-scale operational and technology-driven initiatives within a public or complex organizational environment. Proven ability to coordinate workflows across multiple business units, streamline processes, and identify operational inefficiencies through data analysis and performance metrics. - Experience with Enterprise Asset Management (EAM) or equivalent systems is preferred, including oversight of system enhancements, upgrades, and integrations with other applications such as purchasing, financial management, and maintenance tracking platforms. Experience integrating SaaS applications or facility management software to improve workflow efficiency and data transparency is highly desirable. - Strong analytical and technical aptitude with proficiency in tools such as SQL, Tableau, Power BI, Visio, and MS Office to support reporting, visualization, and continuous improvement initiatives. Exceptional communication and collaboration skills to work effectively with internal teams, IT, and external vendors. - Ability to conduct research, prepare detailed reports, and present findings to executive leadership. Demonstrated success in strategic planning, project management, and process improvement, with a focus on leveraging technology to enhance efficiency, compliance, and service delivery.
