The Operations Division is the Central Processing Center (CPC) of the Retiree Health Benefits Department. The Division is responsible for researching and resolving both enrollment and claims issues.
The Operations Associate (OA) will utilize the City’s various databases such as: NYCAPS, PPMS, PMS and OLR’s Finance Manager database, in addition, the OA will be tasked with maintaining records of the City’s various health carriers, in conjunction with Agency Benefits Personnel Officers, MBF staff, and union employees. Tasks performed daily within Division of Operations are:
- Certifying retiree health benefits eligibility.
- Effecting changes to enrollment status.
- Updating family changes.
- Calculating health premiums as well as retroactive premiums.
- W-2 reporting for domestic partner taxation.
- Eligibility and enrollment, and address changes.
- Dependent coverage changes.
- Execute Dependent Verification (DEVA).
- Process health plan changes.
- Optional rider changes.
- Pension suspensions.
- reinstatement of health benefits.
- Transfer Period transactions.
- Research Health Plan premium deduction inquiries.
- Process COBRA applications.
- Domestic Partner applications.
- Death Certificates.
- Effect Medicare Part B payments and IRMAA payments,
and research PICA inquiries.

Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
- Fast Learner. - Ability to work in a fast-paced environment. - Excited to work in NYC government.
