The New York City Taxi and Limousine Commission (TLC) is the nation’s largest for-hire transportation agency, licensing and regulating the City’s yellow and green taxicabs, for-hire vehicles (including apps like Uber, Lyft, Via, and Juno), commuter vans, and luxury limousines. TLC develops and enforces rules to promote safety, transparency, accessibility, as well as consumer and driver protection for a vital mode of transport in New York City. The vehicles, businesses, and drivers licensed and regulated by the agency move over one million people a day. The TLC’s Division of Finance and Administration is seeking an Operations Analyst to support the division’s day-to-day operations, as well as implementing priority projects. Under the leadership of the Director of Operations, the Operations Analyst will support several diverse TLC programs and initiatives, including:
1. Continuity of Operations Program and Business Continuity
2. Safety and Security
3. Project Management
4. Reporting and Analysis

This position will interface with all internal TLC divisions, as well as with vendors, other City agencies, and TLC licensees. A successful candidate has demonstrated experience in leading projects and thrives in an action-oriented team.

Responsibilities may include but are not limited to:
Manage the agencies Continuity of Operations Program (COOP) planning. A successful candidate will update and continue to develop the program with internal and external stakeholders.
Coordinate the health, safety and security planning for office spaces and properties. A successful candidate will develop relationships with internal stakeholders to ensure programmatic safety and security needs are met while adhering to City policies.
Support project management efforts. A successful candidate would develop work plans, timelines, project milestones, and performance metrics for a diverse array of priority projects. Create budgets and manage costs to prevent overruns.
Draft concise memos and reports to facilitate decision-making among senior staff.
Present findings and recommendations to TLC colleagues.


Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.


Preferred Skills

Interested candidates should have excellent written and verbal communications skills, effective problem-solving skills, and the ability to prioritize multiple tasks and manage time in a fast-paced environment. Tasks will require meticulous attention to detail. Candidate should be highly organized, adaptable, motivated, and able to work well independently as well as part of a team. Demonstrated experience with Microsoft Office products is strongly desired. Experience with business continuity software programs is a plus. This position requires travel to TLC facilities throughout the five boroughs. Although not required, the successful applicant will likely have one or more of the following academic or professional experiences: urban planning, transportation policy, public administration, public policy, business, economics, planning, emergency management, environmental studies, or a related program. B.A. or B.S. is preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
