The Office of Data Analytics (ODA) works with City agencies and their data to help serve New Yorkers more equitably and effectively. This work can take the form of analyzing data to improve City agency operations; advancing citywide data infrastructure, integration, and sharing; and making NYC Open Data more accessible to New Yorkers.

We are looking for Open Data Analysts to join the team that runs NYC Open Data - one of the world’s leading municipal data sharing initiatives. NYC Open Data contains a library of billions of rows of information about nearly every facet of City operations. Open Data is not only a legal requirement for City agencies - it’s also a powerful tool for public engagement and government transparency. NYC Open Data is widely used by academics and researchers, advocates, City analysts and data scientists, entrepreneurs, journalists, and many others - with more than a million unique visitors and approximately a billion automatic queries each year. The Open Data Team leads the community of Open Data Coordinators at agencies within City government and works to support the many New Yorkers that use Open Data as a public service.

Responsibilities will include:
- Collaborating and fostering engagement with members of New York City’s civic tech community, especially around the Open Data Week festival (open-data.nyc), the Open Data Ambassadors
education program (nyc.gov/discoveropendata), and the Open Data Project Gallery (nyc.gov/opendataprojects);
- Leading the development and rollout of agency Open Data Coordinator (ODC) resources and trainings, including onboarding, ongoing communications, office hours coaching sessions, and
reference materials for this community of practice;
- Evaluating new and existing NYC Open Data datasets, and working with City agency dataset owners to ensure that their data is high quality, and both human and machine-readable;
- Assessing, developing, and implementing improvements to NYC Open Data’s internal processes and systems - including ones around dataset documentation, review, publication, updates,
and archival;
- Researching, drafting, and editing policy memos, correspondence, presentations, newsletters, and other material for both internal and public audiences;
- Handling special projects and initiatives as assigned.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

The preferred candidate should possess the following: - Interest and experience in engaging the public - Excellent written and oral communication skills - Strong quantitative and problem-solving skills - Experience with data analysis and data management concepts - Experience conducting research - Interest in open data and government transparency.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
