The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Family Permanency Services (FPS) ensures that high quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care. The Division includes the Office of Provider Agency Collaboration and Engagement, Office of Strategic Program Support, Office of Older Youth Development Services, and the office of Youth Sucess Services.

The Office of Placement Administration (OPA) is identified as the sole source of referrals for foster care placement of children placed or remanded to the care and custody of ACS. OPA seeks placement for children in all five boroughs of New York City.

OPA is seeking an OPA Manager who will be responsible for managing the day-to-day operations for the Emergency/Planned/Specialized Units charged with identifying and securing the most appropriate out-of-home settings for children. The OPA Manager will also provide ongoing guidance and support to ensure that assignments are completed thoroughly and expeditiously, and adheres to the agency mission.

The duties of the OPA Manager will include, but not be limited to:

- Provide ongoing guidance to staff.

- Oversee intakes for referrals for placements.

- Attend agency meetings to share information.

- Consult, coordinate, and communicate with ACS divisions and provider agencies as well as OPA staff to assist in identifying placement needs for children.

- Attend onsite interdisciplinary team meetings to information and discuss placement activities.

- Conduct frequent meetings with the OPA Supervisory Team for children requiring emergency placements on the Children’s Center overnight list.

- Ensure timely completion and submission of summaries of placement efforts to courts, contracted agencies, and ACS divisions.

- Ensure coordination of timely referrals for placement needs.

- Attend weekly meetings to engage in discussions/support with other ACS divisions for psychiatric hospitalized, medical, SARC, YRC, and Kinship children requiring a placement setting.

- Provide guidance in planning by developing long-term and short-term objectives to meet agency goals.

- Ongoing oversight of subordinates’ on their work activities and productivity rates via consultations, task assignments reviews and providing intervention and guidance, as needed.

- Monitor caseloads and case movements by utilizing caseload reports and monthly caseload reviews.

- Monitor and review weekly updates of case placement activities for children in psychiatric hospitals/SARC.

- Hold timely supervisory sessions to support staff development, and the educational and training needs of subordinates.

- Regularly utilize data to monitor case practice and staff work activity for cases.

- Daily tracking of children assigned to the managerial area and who are onsite at the Children’s Center.

- Monitor case movement to ensure manageable workloads with the goal of cases at or below 15.

- Monitor staff compliance with all necessary forms and mandated systems relating to placements.

- Identify training needs and arrange training sessions for staff.

- Develop and deliver specific training practice gaps and clarify policies.

- Demonstrate sensitivity and responsiveness to staff concerns and development.

- Ensure completion of employee tasks and evaluations and provide acknowledgement of staff achievements.

Preferred Skills:

- The candidate should possess strong managerial skills.
- The candidate must have 5 years of supervisory experience.
- The candidate must have knowledge of various systems including Connections, LTS and other data bases.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional social services or related experience in organizations dealing directly with children and/or adolescents; such as (but not limited to) child welfare agencies, Day-Care, educational institutions, mental health groups, pediatrics, juvenile justice. At least eighteen months of the required experience must be in a supervisor, administrative, managerial or executive capacity.

2. Education and/or experience equivalent to "1" above. However, all candidates must have at least eighteen months of experience in a supervisory, administrative, managerial, or executive capacity. A Master's degree in Social Work may be substituted for one year of the required general experience.
