The OMB Data Analyst plays a crucial role in supporting DDC with the Office of Management and Budget’s monthly submission by tracking and analyzing data, preparing reports, and ensuring the accuracy and completeness of submission items in the NYCAPS system. This position involves organizing data, responding to inquiries from the OMB, and assisting with various data requests from senior staff.
The OMB Data Analyst will be responsible for compiling and organizing monthly OMB submissions, including preparation of submission packages, counteroffers, and promotions-in-place for review and approval, and ensuring all components of the submissions are complete, meet required standards, and adhere to OMB guidelines and procedures; preparing and entering submission items into the New York City Automated Personnel System (NYCAPS), ensuring all documents and data are accurate and complete while maintaining timely and accurate data entry; responding to OMB inquiries; providing detailed and accurate information as requested by OMB and other stakeholders; tracking and analyzing financial and operational data to support OMB initiatives; maintaining data tracking systems to monitor key metrics and performance indicators; generating reports based on data analysis to inform decision-making processes; assisting senior staff with personnel data requests by gathering, analyzing, and presenting data, as well as providing support in generating reports and data visualizations for personnel-related matters; and conducting time-sensitive OMB information reach-outs by providing appropriate deadlines to agency partners. The OMB Data Analyst will identify and escalate issues or discrepancies to the Lead and Deputy Director as necessary, working collaboratively to resolve issues and implement solutions; organize and document data analysis processes, submission procedures, inquiries, and responses; develop standard operating procedures for data-related tasks and responsibilities; and handle special projects as assigned by senior HR staff.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
The ideal candidate will hold a Bachelor's degree in Data Analytics, Business Administration, Finance, Public Administration, or a related field possess 1-2 years of relevant experience in data analysis, financial analysis, or a similar area and demonstrate strong analytical and problem-solving skills, with a keen attention to detail and a solid understanding of data analysis tools and software such as Excel, SQL, and Tableau. Excellent organizational skills, strong written and verbal communication skills, experience preparing reports and documentation for senior staff and stakeholders, the ability to work both independently and collaboratively within a team, experience with NYCAPS or similar governmental financial systems, familiarity with coding and programming languages like Python or R, and an understanding of governmental budgeting processes and public administration are preferred.
