Facilities Management and Construction (FMC) serves as the primary facilities manager for the 55 City-owned office and court buildings, while also overseeing necessary renovation and rehabilitation work for that same portfolio.
FMC provides all necessary services to keep the City's buildings fully functional and operational, including maintenance, custodial services, repairs, equipment, and system upgrades, as well as interior and exterior design, façade inspections and repair, elevator operations and upgrades, and construction and renovation.
The Tenant Relations group works jointly with Construction Technical Services and Facilities Management, as well as the Office of the Executive Deputy Commissioner, to serve tenants in all court and non-court buildings across the DCAS public buildings portfolio.
Under the direction of the Director of Tenant Relations, the Office of Court Administration (OCA) Tenant Liaison will liaise with tenants to respond to issues in the Court buildings, triage and prioritize requests, and ensure that all stakeholders are informed about projects performed in Court buildings. The aim of this position is to improve communications among DCAS, OCA, and tenants within Court buildings, so that the Court portfolio runs smoothly and remains in compliance with all necessary laws.
This includes, but not limited to:
- Serve as the point person for communications, outreach, and triaging for all building related issues within the OCA portfolio;
- Take the lead on developing metrics and reporting for Court-related work orders and ongoing issues;
- Develop a strategic understanding of ARCHIBUS work orders in order to create reports, KPIs, and identify inefficiencies;
- Ensure work is streamlined properly to avoid duplicate and/or incorrectly assigned work;
- Work to train building staff within the Courts portfolio in the appropriate ARCHIBUS procedures, in order to maximize efficiencies in service delivery;
- Develop training materials, where appropriate, to be distributed to DCAS staff in court buildings;
- Work with OCA staff in ensuring requested work is properly prioritized and completed;
- Collaborate with FM staff to ensure work is streamlined properly to avoid duplicate and/or incorrectly assigned work;
- Provide data support to Budget and Fiscal & Business Management in verifying the State reimbursement claim;
- Work with the on-site OCA tenant liaisons to proactively maintain an accurate, up-to-date contact list to ensure that all tenants are informed of updates, emergencies, changes to policy, and other potentially critical info accordingly.
Flexible Work Update:
This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and OSA.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
