Under the supervision of MOCS and NYCHA, the NYCHA PASSPort Specialist will be play a critical role in assisting NYCHA vendors with their PASSPort submissions to ensure an expeditious and complete filing to do business with NYCHA. This role will involve providing support and responding to vendors’ issues with completing their PASSPort submissions in a timely manner to allow for expedited vendor integrity reviews and responsibility checks in order to decrease the time required for responsibility review before a vendor can commence work. The Specialist will ensure completed PASSPort filings for vendors, developing and conducting vendor trainings on PASSPort, communicating with vendors to explain the process and the requirements, and assisting with any filing issues.
- Be the direct point of contact for NYCHA vendors required to have PASSPort filings.
- Assist NYCHA vendors with their PASSPort submissions to ensure an expeditious and complete filing to do business with NYCHA. This includes but is not limited to:
o Perform delegated and assigned tasks in PASSPort for account requests and enrollment disclosures by individuals and companies.
o Review, analyze, and verify information associated with account requests, enrollment disclosures, and prequalification applications. Request additional information from vendors and
government agencies to clarify and confirm sufficiency of disclosures.
o Use various systems as a verification tool to ensure the information submitted is correct and viable for approval.
o Communicate review results for account requests, prequalification applications, and enrollment reviews internally through written summaries and externally to vendors through email and by
phone or video conference.
o Appropriately document review and progress on activities in the PASSPort system and out of the system. As needed, record user interaction and categorical data in designated customer
services platforms.
- Review all NYCHA vendors’ initial filings to (1) ensure that the vendor is fully filed in PASSPort and (2) for reported issues such as debarments, cautions, and other flags.
- Develop and conduct vendor trainings on PASSPort as requested.
- Regularly communicate with and meet with NYCHA’s Procurement Ethics & Vendor Responsibility staff.
- Maintain logs of NYCHA vendors’ submissions to ensure that their PASSPort filing and updates are completed in a timely manner and any system-issues resolved.
- Maintain statistics of key performance metrics.
- Troubleshoot issues by utilizing materials, research, creative thinking, and problem-solving skills.
- Responsible for working in collaboration with other units within MOCS, when necessary, to troubleshoot certain issues as they arise with vendors.
- Determine when issues should be referred to peers or other units and/or escalated to managers.
- Identify opportunities for and assist in implementing improvements to processes and protocols.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Principal Administrative Associate to be considered.

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
- Demonstrate competency and/or history of consistent quality performance in the following areas of responsibility: - Meet deadlines and work independently while paying close attention to details - Establish relationships quickly and maximize positive team dynamics - Succinctly and effectively communicate verbally and in writing - Excellent interpersonal skills with proven ability to effectively interact with a wide variety of internal and external stakeholders - Proficient in MS Word, Excel, and PowerPoint.
