Job Description

JOB TITLE: One (1) Program Manager / Program Manager Associate.

Agency Description:
The Department of Small Business Services (SBS) helps unlock economic potential and create economic security for all New Yorkers by connecting New Yorkers to good jobs, creating stronger businesses, and building a fairer economy in neighborhoods across the five boroughs.

Division Description:
The Division of Citywide Workforce Opportunity (CWO) at the NYC Department of Small Business Services (SBS) serves over 90,000 jobseekers and 900 employers each year through its employment and training programs. Specifically, CWO oversees a network of 18 Workforce1 (WF1) career centers, operated in all five boroughs by workforce development providers under contract with SBS. CWO also manages three dozen training programs, in such areas as tech, health care, and construction, that are offered in collaboration with higher education institutions and non-profit training providers.

CWO serves two core constituencies through its centers and programs. One is jobseekers, most of whom have traditionally been underserved and have not had ready access to employment and training opportunities. Eligible jobseekers can visit WF1 centers to take advantage of career services such as interviewing workshops, as well as direct connections to employment opportunities across NYC. They can also enroll in SBS’ training programs at no cost to them. The second constituency is employers. Working with a variety of internal and external partners, CWO seeks to identify employers who might benefit from hiring graduates of our training programs as well as those who might benefit from targeted recruitment services offered through the WF1 centers that enable employers to find qualified candidates for a variety of positions.

Job Description:
NY SCION was launched in 2022 by the New York State Department of Labor (NYSDOL) to improve and expand employment opportunities for individuals with disabilities throughout New York State. The City of New York’s implementation of NYC NY SCION is a Multi-agency Initiative that leverages expertise of The Mayor’s Office for People with Disabilities (MOPD), Mayor’s Office for Talent and Workforce Development (NYC Talent), NYC Workforce Development Board (WDB), and NYC Department of Small Business Services (SBS) who manages the high-volume, employer demand-driven system, Workforce1 Career Centers (WF1CC), successfully to connect talent to employers at scale.

The mission of NY SCION is to improve the participation of individuals with disabilities, including individuals with intellectual and developmental disabilities, in workforce systems and improve their employment outcomes via a sustainable, job-driven, inclusive model that involves businesses and workforce demand.

Program Manager / Program Manager Associate will serve as a disability resource coordinator to jobseekers with disabilities at our Workforce1 Career Centers organizing community activities and events, forging strategic partnerships, and ensuring the provision of direct services. Will be integral to enhancing employment outcomes for individuals with disabilities by improving access to a suite of career services. Key activities include enhancing employment outcomes, expanding access to career center services, and fostering partnerships and collaborations.

Essential Responsibilities:
- Implement accessibility plan – including physical, programmatic, communication and digital accessibility – in partnership with training providers ensuring universal access for jobseekers at the Workforce1 Career Centers in the spirit of the law
- Provide disability-related trainings, including Disability Etiquette and Awareness Training, best practices for conducting outreach to people with disabilities, creating an accessible job posting, and other topics, to all Workforce1 and New York State Department of Labor (NYSDOL) center staff approximately once per month.
- Provide Disability Etiquette and Awareness Training to Community Partners.
- Provide trainings for businesses on relevant topics.
- Review and analyze best practices for accessibility in job training.
- Conduct review of accessibility among sector-based “cohort” trainings and make clear recommendations for increasing the physical, programmatic, and digital accessibility of trainings.
- Present recommendations to SBS leadership and SBS leadership determines what to adopt and over what timeline to develop concrete plan for increasing the physical, programmatic, and digital accessibility of trainings.
- Provide background training to all Workforce1 and NYSDOL center staff about Ticket to Work a Social Security's Program that supports career development for people ages 18 through 64 who receive Social Security disability benefits and want to work. The Ticket Program is free and voluntary.Hold quarterly Talent Coalition meeting to bring together Workforce1 and a variety of partners for better coordination of services.
- Provide in-depth training to designated Workforce1 and NYSDOL center staff on case management requirements for Ticket to Work.
- Design a new approach to outreach and marketing to customers and delivering the Workforce1 orientation based on input from partner organizations and customers with disabilities; collect feedback; evaluate feedback and implement additional changes; iterate multiple times along with SBS.
- Launch regular review of reports produced about the impact of the NY SCION initiative.
- Develop ability to track Ticket to Work customers in SBS’ data system, Worksource1. Regularly review projected revenue.
- Increase the capacity of the Workforce1 Career Centers and surrounding career pathways programs to serve individuals with disabilities.
- Travel throughout all five boroughs in New York City maintain office hours at Workforce1 Career Centers.
- Identify and leverage disability-related resources and partners, including the NYS Education Department’s (NYSED) Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) and the Office of Children and Family Services/NYS Commission for the Blind (OCFS/NYSCB), to support collaboration around a job seeker’s employment and/or training goal(s).
- Advising the workforce development system on how to effectively promote the participation of individuals with disabilities in existing career pathways systems and programs.
- Assist and train the Local Workforce Development Board (LWDB), Career Center staff, businesses, community colleges, and other training providers on such topics as rights under the Americans with Disabilities Act (ADA), Ticket to Work (TTW), accommodations, assistive technology, and assessments.
- Coordinate with career pathway programs’ direct service delivery staff, including career coaches.
- Assist in the recruitment of individuals with disabilities, including TTW Ticket Holders, to participate in career pathways programs, including funded career pathways training, and to utilize Career Center services.
- Identify career, training, and employment opportunities for individuals with disabilities using assessments.
- Obtain and maintain a credential to provide benefits advisement and work incentive counseling to job seekers in receipt of Social Security Administration (SSA) benefits (e.g., Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI)).
- Assist with expansion of the workforce development system's participation as an Employment Network (EN) under the TTW Program, including the assignment of appropriate Tickets to the Career Center under the New York Employment Services System (NYESS) Administrative Employment Network (AEN).
- Help ensure that individuals with disabilities access all the different programs and services they need, including career and training services offered through the Career Centers to participate in existing career pathways programs.
- Facilitate an effective approach to leverage resources needed for individuals with disabilities to fully participate in existing career pathway programs and to achieve their employment and/or training goal(s).
- Support the development of a sustainability plan and strategies that will continue the successful project components beyond the funding period.

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

REQUIREMENTS:
Program Manager Associate: 1 - 2 years of full-time, relevant experience in program management, workforce development, or working with community programs supporting and providing services to peoples with disabilities.

Program Manager: 3+ years of full-time, relevant experience in program management, workforce development, or working with community programs supporting and providing services to peoples with disabilities.

- A strong belief that individuals with disabilities, including individuals with developmental, intellectual, and other significant disabilities, can and deserve to work in their communities.
- Knowledge of federal, state, and local laws, policy, and procedures relating to equal opportunity and non-discrimination employment of individuals with disabilities and other protected classes. In addition, knowledge on topics such as sustainability, customized employment, supported employment, intersectionality, and person-centered planning is preferred.
- Knowledge of local community agencies, providers, stakeholders, and other disability resources.
- Relevant program management experience to create, implement, and monitor sustainability strategies and continuous quality improvements.
- An ability to communicate with diverse stakeholders, including business leaders, customers in minority groups, and workforce development staff.
- Strong oral and written communication skills.
- Strong knowledge of job search processes (e.g., resume/cover letter writing, interviewing skills, networking) and how to teach them to job seekers; and Computer and digital literacy with a strong ability to conduct remote meetings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
