The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Administration for Children’s Services (ACS) Office of Child and Family Health (OCFH)
delivers direct medical services to children entering foster care and ensures that the health care
provided is comprehensive and appropriate. OCFH also offers individualized case consultations
and training to ACS staff and foster care agencies on a variety of health-related topics and
provides clinical expertise in developing medical and mental health policies, programs, and
initiatives that support best case practice agency wide.

The Medical Review Authorization and Monitoring Unit (MRAM) reviews foster care medical
records and ensures compliance with the established health standards. Children with Special
and Exceptional Needs – reviews requests for special and exceptional rates submitted by foster
care agencies for children with special needs. Medical Consent Unit and Non-Medicaid
Reimbursable Services – reviews requests from foster care agencies to cover specific health
services and consent to proposed medical treatment when parent/legal guardian objects.

The Nurse Reviewer will participate in all medical record reviews /audits following established
ACS medical audit protocols. The Nurse Reviewer will also conduct targeted, unannounced or
follow- up medical record reviews as assigned, coordinate and communicate with other OCFH
units to assure that all vulnerable children and youth are monitored for receipt of appropriate
and timely health, developmental, dental, behavioral/mental health and specialty care. The
Nurse Reviewer will also participate in development of an electronic data collection audit tool.

Duties will include but are not limited to:

- Review medical records at ACS's contracted agencies to ensure compliance with established
health care standards for children and youth in foster care.
- Perform focused medical record reviews (desk reviews and external site reviews) to monitor
new admission standards and other specialty reviews as directed.
- Use agency developed tool and scoring methods to determine compliance with all
applicable Federal, State, and City regulations and guidelines for the medical services
provided to children in foster care.
- Identify and screen case reviews for special medical needs.
- Assist Nurse Supervisor in identifying training issues.
- Assist in the provision of technical assistance to agencies.
- Participate and present in pre-audit agency meetings and audit exit conferences
- Learn and correctly apply ACS, NYC, NYS and AAP health standards and policies to the
medical audit process.
- Conduct targeted, unannounced ad hoc record reviews as requested by senior staff
- Conduct internal MAU inter-rater reliability reviews to maintain review tool validity and
improve review quality as needed.
- Assist MAU Team with developing and implementing electronic medical audit tool/data
collection system and tool metrics based on current policies and standards.
- Collaborate on internal projects within unit
- Other duties as assigned by supervisor

Minimum Qualifications

1. A valid New York State Registered Nurse License.


Preferred Skills

1. A valid New York State License and current registration as a Registered Nurse. 2. Some experience with Foster care and/or Juvenile Justice and some experience with medical record audits. 3. Bi-lingual Spanish-Comprehensive level. 4. Experience with applicable computer-based Microsoft Office (Excel).

Residency Requirement

New York City residency is generally required within 90 days of appointment.
