According to the New York State Education Department, Office of the Professions/State Board Office for Social Work and Mental Health Practitioners, as defined in Articles 153, 154 and 163 of the Education Law, effective June 24, 2022, an individual must be:

1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods

PROGRAM AND JOB DESCRIPTION:

The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) engages and supports community action to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into six main offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, Translation and Analytics, and Neighborhood Response Unit. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), NYC Project Hope, Resilience and Emotional Support Team (REST), and the Mayor’s Subway Safety Plan.

The COVID-19 Pandemic has created new and highlighted existing mental health needs throughout New York City. Many New Yorkers have not received much needed mental health and substance use services, Increasing the need for and visibility of acute mental health, substance use, and housing resources across the city, and particularly in communities with historic health and health care disparities. DOHMH Neighborhood Response Unit (NRU) is maximizing efforts to identify, engage, and connect New Yorkers to critical mental health and substance use services to prevent and respond to crises, including through direct community engagement and with key stakeholder partnerships. NRU is one of six units in the Mental Hygiene Bureau of Community Awareness, Action, Response and Engagement.

Reporting to the Supervisor of the Clinical Coordinators, the Clinical Coordinator will be part of a two-person team. Teams will be assigned to one location and will work at that location for the duration of the assignment to allow for rapport building and consistency.

Responsibilities include, but are not limited to, the following:

-Conduct outreach, education, and engagement of people who may use drugs, have mental health needs, and/or have housing needs in the identified areas and use their lived experience to build rapport

-Provide education and counseling around public consumption and mental health, offer naloxone distribution and overdose education, will provide immediate referral and connection to services (housing, substance use treatment, mobile vaccination clinic)

-Collaborate with DHS, NYPD, local Community- Based Organizations and local Syringe Service Programs to assist in connection to treatment and/or housing

-Work with community groups to determine the needs of the community.

-Work with outside agencies to coordinate services for clients.

-Assist in program planning and training for community health programs and facilities.

-By the end of the shift, each team must complete data entry.


Minimum Qualifications

Graduation from an accredited graduate school of social work as evidenced by a master's degree or certificate and four years of full-time paid experience in public health, medical or psychiatric social work, at least two years of which must have been in a supervisory, administrative or consultative capacity.
Within 18 months of the date of appointment, all candidates will be required to obtain a certificate as Certified Social Worker (CSW) issued by the New York State Department of Education.


Preferred Skills

-Licensed professional (LMSW/LCSW) -Utilize clinical experience with homelessness, mental health, substance use and/or criminal justice system to enhance client engagement and support -Conduct clinical assessments while in the field to determine immediate service needs -2 years of experience providing support & services to vulnerable populations, particularly people with health, mental health, and substance abuse issues -Proficient in the use of computers and software -Passionate about social justice & health equity -Committed to building a diverse and inclusive culture with law enforcement, city agencies and other social service partners -Experience navigating NYC’s mental health, substance use, and criminal justice systems -Knowledgeable in the principles of harm reduction and trauma informed care -Ability to work effectively as part of a team -Willingness to travel within the five boroughs -Ability to maintain appropriate professional and client level relationships -Creative problem-solver who enjoys working on a fast-paced team, is highly motivated and able to coordinate multiple priorities. This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
