Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A FLAT RATE SALARY OF $106,301.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Administration for Children’s Services (ACS) Office of Child and Family Health (OCFH) delivers and oversights direct medical services to children entering foster care and ensures that the physical health care provided is comprehensive and appropriate. OCFH offers individualized case consultations and training to ACS staff and foster care agencies on a variety of health-related topics. The office also conducts research and provides clinical expertise in developing health and mental health policies that support best case practice agency wide including Child Welfare Programs, Youth and Family Justice, and Early Care and Education.


The Medical Audit Unit within OCFH reviews foster care medical records and ensures compliance with the established health standards for children in foster care. The New Admissions Focused (NAF) Nurse Reviewer will be responsible for:

1. Scheduling and conducting NAF medical audits/case reviews for all foster care agencies within the 5 boroughs
2. Participating in all post medical record review quality monitoring and corrective action
processes
3. Conducting ad hoc targeted medical record reviews as directed
4. Assisting with the implementation of an electronic medical audit data collection and scoring a tool


The duties of this position will include but not be limited to:

- Evaluate medical operations at voluntary agencies using agency developed tool and scoring methods to determine compliance with all Federal, State, and City regulations and guidelines for
the medical services provided to children in foster care.
- Participate in all quality monitoring activities related to the MRAM Medical Audit process
- Review initial medical services for children newly admitted to foster care
- Review medical records at ACS's contracted agencies to ensure compliance with established health care standards for foster care youth
- Participate and present in pre-audit agency meetings and audit exit conferences
- Review and evaluate medical audit Immediate Remediation (IR) and systemic Corrective Action plan data, follow up with VFCAs to assure that all required documentation is submitted, and
program standards are met
- Provide technical assistance related to Medical Audit processes to Voluntary Foster Care Agencies (VFCAs)
- Use OCFH/ACS developed audit tool and scoring methods to determine compliance with all Federal, State, and City requirements
- Conduct targeted; unannounced ad hoc record reviews as requested by senior staff
- Conduct internal MAU inter-rater reliability reviews to maintain review tool validity and improve review quality as needed.
- Identify and screen case reviews for children with special medical needs
- Collaborate on internal projects within unit
- Participate in staff/ unit meetings
- Other duties as assigned by supervisor

PREFERRED SKILLS

The ideal candidate should possess experience in the following areas:

Pediatric/Adolescent nursing
Chart review/medical audit/ electronic medical record chart extraction

Pediatric mental health nursing and/or child development experience a plus
