The Division of Environment and Planning at NYC Parks aims to protect, restore, and expand New York City's green spaces and natural areas to maximize their benefits for environmental and community health and resilience. The Natural Resources Group within Environment and Planning manages over 10,000 acres of natural areas across the five boroughs, including forests, grasslands, and wetlands. The Natural Resources Capital Design & Construction Team designs and oversees the capital construction and restoration portfolio of the Natural Resources Group.


Major Responsibilities
- Under general direction of the Construction Supervisor, perform construction management work and/or manage consultant firms’ resident engineers.
- Determine and coordinate the activities required between persons, agencies and departments responsible for project completions.
- Ensure that contractors adhere to plans and specifications. Identify, resolve, and report on field condition issues.
- Review all schedules, reports and correspondence prepared by consultants, contractors and agencies to assure conformance with project completion dates.
- Review and approve vendor (consultant and contractor) payment requisitions.
- Check work performance and prepare management reports.
- Resolve problems that may impact project schedules and costs.
- Review and approve cost overruns and change orders on complex construction projects.
- Review and process unit items overrun requests.
- Correspond with contractors and clarify construction issues.
- Monitor conformance with various contract administrative requirements (i.e.: Minority and Women-owned Business Enterprise goals, Project Labor Agreements).
- Review contractors’ dispute claims and recommend solutions to the Construction Supervisor.
- Collaborate to achieve successful implementation of complex natural resource construction and restoration projects.
- Work with landscape architects, engineers, project managers, ecologists, and other specialists on the resolution of site-specific issues that require coordination and approval throughout the design and construction process.

**Appointees to this position will receive a $2,122 Assignment Differential in addition to their base salary.

Minimum Qualifications

One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:

1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or

2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

Preferred Skills

1. Bachelor of Science degree in Civil, Structural, or Environmental Engineering, Landscape Architecture, or related field. 2. Excellent communication and organizational skills. 3. At least 2 years’ experience managing consultants. 4. Driver license valid in New York State.
