PROGRAM AND JOB DESCRIPTION:
The Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements and evaluates interventions and prevention strategies through contracting of treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities.
The Overdose Education and Naloxone Distribution Unit (OENDU) develops and implements initiatives to reduce and prevent opioid overdose deaths in New York City. The Unit provides naloxone, training, and technical assistance to over 311 Opioid Overdose Prevention Programs (OOPPs) across New York City. OOPPs provide community-based overdose prevention, recognition, and response education and distribute naloxone directly to community members. In addition, OENDU provides contract management, fiscal, technical, and programmatic support to approximately 30 contracted OOPPs.
Naloxone Distribution Coordinator will supervise the Naloxone Distribution Team in the Overdose Education and Naloxone Distribution Unit (OENDU) by providing supervision and programmatic guidance on naloxone distribution, with the goal of preventing overdose deaths in New York City. The Naloxone Distribution Coordinator will also be is responsible for naloxone distribution and technical assistance contracting for New York City OOPPs.
Under general direction from the supervisor and with wide latitude for independent initiative and judgment, the Naloxone Distribution Coordinator, will perform the following tasks:
- In collaboration with the Director of OEND, strategically plan and implement naloxone distribution to NYC’s OOPPs and evaluates and conducts literature reviews on evidence-based overdose prevention and naloxone distribution
- Collaborates with OOPPs on the design, execution, and evaluation of naloxone dispensing strategies and quality improvement projects
- With support from OENDU’s Data Team and the Research and Surveillance Unit, implements data reporting protocols and provides reporting-related technical assistance to OOPPs and funded programs.
- Collaborates with OENDU’s Data Team and Research and Surveillance Unit to refine data reporting procedures for OOPPs and contracted programs, troubleshoot data collection tools, and define programmatic indicators related OOPPs naloxone dispensing
- Oversees the Bureau’s internal naloxone dispensing program and assists with OOPP Program Director responsibilities; inventory management and maintain records and monitor and report on all internal naloxone distribution activities.
- Provide direct supervision and guidance to Naloxone Inventory Coordinator and oversee city-wide naloxone supply; provide support related to timely and strategic purchasing and adequate supply of naloxone and all related supplies to meet the City’s needs.
- Provide direct supervision and guidance to Naloxone Support Specialist in their role assisting OENDU’s naloxone distribution by packing naloxone kits, mailing, monitoring inventory, and providing necessary follow-up via email
- Oversee the OOPPs contract-based funding, planning, monitoring, contract management, and program evaluation activities
- Work collaboratively with Director of OEND and Director of Operations to plan, develop, and monitor naloxone budget and spending
- Maintains records and prepares reports following routine monitoring meetings to conduct analysis and evaluation on the collective impact of the contracted programs in the OOPP portfolio
- Develops programmatic scopes, deliverables, and monitoring activities and provides technical assistance to OOPPs on the development of relevant policies and procedures based on data collection and other research activities

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
- Knowledge of substance use issues and harm reduction practice and theory, including syringe exchange, overdose prevention and education, harm reduction strategies, and education for HIV and Hepatitis C prevention. - Experience in contracting, budgets, program planning and implementation, program monitoring, and quality improvement. - Experience with customer service, technical assistance, teaching and coaching service providers. - Demonstrated ability to work in complex systems, including with government and community partners. - Ability to effectively engage people who use and inject drugs and their service providers in a non-judgmental manner. - Excellent interpersonal, oral, and written communication skills. - Excellent organizational and coordination skills and attention to detail. - Cultural humility in supporting people of various ethnic, racial, and cultural backgrounds, gender identities, sexual orientations, socioeconomic conditions, and histories of recovery. - Experience incorporating lived experience and social justice into work - Proficiency in Excel, Access, Word, PowerPoint, and virtual platforms such as Zoom Webinar, Microsoft Teams and WebEx - Ability to work independently and flexibly as part of a team. - Ability to multi-task in a fast-paced, high-volume environment.
